Dear All,
Once again our citizens lives are being disrupted by the totally unacceptable behaviour generated by this liquor outlet, club, or what can only be called “a decadent dive”. I must also add that in his wisdom, despite numerous objections, Mr Gumede from the Public Health Department of the Nelson Mandela Bay Municipality, approved extended liquor selling hours with conditions that state:
- That no noise nuisance be created by the nature of your business.
- Further that you will make sure that your patrons leave the area without causing any noise nuisance or any disturbance of the peace in the area.
Furthermore stated was the fact that the permanent departure application will be reconsidered after a 6 month period, based on compliance with the above mentioned conditions!
Quite obviously this has not been done as the extended hours as approved on 09/06/2010 are still in place and the noise and unacceptable behaviour of patrons leaving the area continues to deny sleep and peace to the many who live in Eastbourne Road and the adjoining Northwood Road.
At a meeting of role players, which the owner attended, held on 08/06/2010 it was resolved:
- That ± 10 people as security should be employed of whom 5 should be working the street, especially near closing time.
- The doors should be closed at 02:00 when the lights must be switched on and the music turned down.
- Everybody must be out by 02:30.
- Request patrons to be quiet outside the club when walking back to their cars.
None of these considerations as resolved at the meeting have ever been met!
The situation and behaviour of the patrons at Castro’s has not changed and why the residents of Northwood Road and Eastbourne Road should have to tolerate this behaviour is beyond comprehension. People are entitled to peaceful and undisturbed living conditions. In terms of the Constitution and the Bill of Rights, everyone has the right to have their dignity respected and protected.
Finally with regard to clubs or entertainment premises being licensed to open until all hours, I deem it essential that the applicant can prove that after hours drinking offers a “tangible benefit” to the local community. In this case it certainly does not!
In view of the many letters of objection received and the total disregard by both the liquor board and the Municipality to this problem, I write this letter. With all due respect, I request that action be taken in order to close down this club by the local authorities. One must also bear in mind that the club is in a totally residential area and within shouting distance of a major hospital.
