The DA in Nelson Mandela Bay is pleased to announce the election of Cllr Mornè Steyn to the Infrastructure and Engineering Standing Committee of the Nelson Mandela Bay Municipality. Cllr Steyn (34 years old) is a practicing attorney and the DA’s ward councillor for Ward 5. Cllr Steyn has been a DA activist for more than 7 years.
Being one of many young DA councilors who form a rising tide of progressive, youthful leaders to lead the DA into the future he will continue to fearlessly champion the Democratic Alliance’s vision of bringing change and opportunities to Nelson Mandela Bay in 2016!
ELECTION 2014
Thank you to each and everyone who came out on Election Day to vote and be part of this very important process!
We want to thank all the volunteers who assisted us by being a Greeter, driver or Party Agent at our three voting stations in Ward 5.
Please note that the DA received the following support in the election:
- National vote: 22.23% which is an increase by 5.57% from the 2009 election
- Eastern Cape (Provincial): 16.20% an increase from 9,8% (2009)
Thank you for your support and we are looking forward to the next local election in 2016 when the DA will win the Nelson Mandela Bay Municipality.
NEWS FROM THE DA
DA ECSTATIC ABOUT BECOMING OFFICIAL OPPOSITION IN THE EASTEN CAPE
For the first time since 1994 the DA has become the official opposition in the Eastern Cape provincial Legislature through the express wish of the voters (as opposed to achieving this position after the consequences of floor crossing).
The improved result from 9,8% to 16,2% has been a staggering improvement, especially considered against the fact that this growth is greater than the results achieved by both the UDM and the EFF.
The DA has made history by bringing the ANC under 50% in the Nelson Mandela Bay Metro. We are convinced that this feat has set us up for a successful assault on this bastion of ANC dominance in the province.
History has also been made through our victory in winning the Kouga Municipality from the ANC. This municipality has been within our grasp for the past ten years and we have finally won it in a national / provincial election. This achievement is very unusual in an ANC stronghold province where wining municipalities has been almost impossible.
The DA is especially pleased at the fact that our support has grown across all communities and in every municipality in the Eastern Cape. This is especially spectacular considering the ignominious implosion of COPE.
We would like to thank the more than 354 000 voters that voted DA in the Eastern Cape. We recognize that this spectacular growth would not have been possible without the hard work of all the candidates, all the DA public representatives, all party staff and our magnificent activists.

COMPREHENSIVE REPORT ON KABUSO TO BE SUBMITTED BY SEPTEMBER 30
Chief Operating Officer Mzwake Clay has told Council that a comprehensive report on all proceedings instituted in connection with the Kabuso Report will be made available by September 30. In a written response at this morning’s Council meeting (19 June 2014) to a question by Morne Steyn (DA), the COO confirmed that City Manager Mpilo Mbambisa had delegated authority to the Acting Director: Legal Services to institute arbitration and litigation proceedings in terms of Council resolutions on the Kabuso Report.
He said that a formal quotation had been received from the municipality’s attorneys and this was receiving attention from Legal Services, adding that internal processes were now underway to secure the necessary funding. Clay said arbitration in one case would cost an estimated R1.005 million while as far as other matters were concerned, which were being handled by another service provider, an estimate of between R800 000 and R1 million per matter had been provided.
He said a detailed report with time frames would be handed to Mbambisa in due course who would then present it to Council. He added that the reason why a progress report had not been compiled was that “internal processes as well as legal processes are still in motion”.
WARD 5 MATTERS
RICHMOND HILL SRA OPERATIONAL BY END OF THIS YEAR
The Richmond Hill Special Rating Area (SRA) is expected to be fully operational by the end of this year; head of operations at the Mandela Bay Development Agency (MBDA) Mcebisi Ncalu said today (25 June 2014).
An SRA is an area in which property owners agree to pay a small additional amount in rates with the funds used to provide extra security and cleansing services. A Section 21 company is registered which administers the funds for this or any other purpose agreed upon such as the beautification of the area.
Ncalu said the process of registering the company was now underway with residents to be consulted on a name while a meeting will be held with Budget and Treasury on the logistics of transferring the additional rates collected to the new company.
The Mandela Bay Council has already approved the SRA Policy as well as the business plan for the Richmond Hill entity. Ncalu said that essentially it was “administrative issues” that now needed to be finalised before the SRA became operational.
He said with the SRA Policy approved by Council the way was now open for other areas in the metro to test whether sufficient support existed among property owners for an application to be submitted for an SRA.
