The Nelson Mandela Bay Municipality has started a comprehensive public participation campaign on a number of draft by-laws in order to accommodate stakeholder and public input into the bylaws as guides by Sections 12 (3)(b) and 15 of the Local Government: Municipality Systems Act, Act no. 32 of 2000.
The by-laws under discussion are for Customer Care and Revenue Management, Tariffs, Assistance to the Poor and Credit Control. Two meetings were held on Monday and Tuesday this week at Babs Madlakane and Khayamnandi Community Halls respectively in Uitenhage.
The draft by-laws were considered and approved by Council in principle earlier this year to allow for the public participation process. Community and stakeholder inputs will be considered and discussed in public meetings again in January next year.
The by-laws/policies are available for inspection during normal working hours at all Customer Information Centres and municipal offices throughout Nelson Mandela Bay, at the security counter foyer at Lillian Diedericks Building (formerly Brister House), Govan Mbeki Avenue, Port Elizabeth and at all municipal libraries, clinics, municipal services pay-points and the offices of Ward Councillors throughout Bay. They may also be viewed on the municipal website at www.nelsonmandelabay.gov.za.
For formal enquiries regarding the by-laws, please contact Adv. Nontuthuzelo Puwe, tel. 041 505 4506, fax 086 529 2636, e-mail npuwe[at]mandelametro.gov.za
