Orchestrated political crises in the Nelson Mandela Bay Municipality

The letter of the Executive Mayor to comrade Derek Hanekom published on the 20th October 2011 Herald newspaper is a cause for serious concern to me as a member of this great movement, the African National Congress.

I found the contents of the letter misleading and dangerous to the unity of our organization. The contents disapprove the trust the organization placed on Mr Wayile when he was deployed in this highly responsible position in Council.

Mr. Wayile, NMBM Executive Mayor has got a very rough understanding of the African National Congress. It seems as if he never understood why the African National Congress chose him amongst many members of this organization to steer the vehicle towards building better communities. In anyway Mr Wayile, your political credentials within the Ranks of the ANC are questionable. Your have not gone far in terms of leadership in the ANC structures. Your deployment from the onset to this highly sensitive position was the greatest mistake that the ANC has ever committed since the Development Local Government notion.

His other confusion revolves around his misunderstanding of the role he should play as the Deputy Chairperson. His participation in the ANC collective is a disaster. How can you have a Deputy Chairperson of the ANC deployed in Council talking about micro management? What is it that he discusses with his collective that he does in council?

Mr. Wayile is an embarrassment to members of the ANC who put trust in him to become Deputy Chairperson of the ANC. I am sure it is hurting to the Regional Executive Committee, Provincial Executive Committee and National Executive Committee who agreed to deploy him as the Executive Mayor of an International City kind of Council.

This man’s conduct does not hurt and embarrass the ANC but the trust ordinary people especially from the labour had on him when he was confirmed as the Deputy Chairperson and Executive Mayor.

The letter to Comrade Derek Hanekom reflects a culmination of many of his divisive efforts of rendering the ANC REC unworkable with the intention of destroying the leadership role of the organization in society. His acts are similar to those of people who formed an organization of disgruntled ANC members.

It should be noted that this role was perpetuated together with Nancy Nomadewuke Sihlwayi, Maria Hermans and Feziwe Sibeko. The meeting they had with National Executive Committee members, Comrades Derek Hanekom and Fikile Xhasa confirms that. By the way, they tried very hard to organize a vote of no confidence to the very REC that deployed them in Council. They act like a cabal in the council led by the ANC. Their act of doing things is criminal. It is clear they are collectively not accountable to the constitutional structures of the ANC but loyal to certain individuals outside ANC collectives.

When a member joins the ANC, one signs a pledge / declaration that commits every individual that joins the ANC to respect constitutional structures, policy directives and other duly adopted policy positions. Their actions are totally outside that. How can you create a local mess and expect to be saved by higher structures? This is your mess Mr Wayile. It is logical to get greatness out of your own creation.

Why in this local less created by Zanoxolo Wayile and his political conduits, at the centre of them there is a consistent involvement of the MEC, Mlibo Qhoboshiyane? What is his interests and gains reserved for him out of divisive methods created by Wayile? Why is Mlibo supporting fully these political criminal activities in this Region? Mr Mlibo Qhoboshiyane you are committing a political crime. Mr Mlibo Qhoboshiyana must come out clean if there’s any greatness reserved for him out of this local mess. For whose benefit or gain are you seconding the new Acting Municipal Manager? Why creating further mess? Your operations are similar to those practiced by Western Powers in interfering on matters that needed African solution. You undermine all processes intended to resolve the mess created by Wayile and his sisters.

I doubt if the current leadership in the province understands the significance of the public institution which is an organ of the people. I think they barely understand the ethos of the African National Congress. If they are a leadership of the ANC, why do they allow 4 members deployed by the ANC to cause division and promote organized instability and confusion in contempt of the immediate African National Congress regional structure? Their actions are similar to the actions of the previous Provincial Executive Committee that attempted to protect the previous dissidents to ANC REC positions. History repeats itself because the agenda is the same, that of satisfying business interests of certain individuals within organizational collective (PEC).

The NMBM has never experienced what is happening in your era as MEC for Local Government in the Eastern Cape. There is more interference and you want to run NMBM Council on behalf of the elected council. You are part of this political chaos led by Wayile and her three sisters. If there is seriousness, the ANC National leadership must take necessary steps to save the ANC in this province from political criminals such as Mlibo Qhoboshiyane, Oscar Mabuyane, Mzoleli Mrara and others.

Mr Editor, it should be noted without fear that, since the establishment of this category A municipality in 2000, Mr Wayile has been the only Executive Mayor who did not cooperate with the ANC. This is sad for the ANC and I’m convinced the national leadership can’t be proud of this systematic manipulation of the public institution for personal gain. What is it that you do but not different from the rightwing politics?

Any move that came from the ANC always resisted in a subtle way by Zanoxolo Wayile. Where is your hope and where do you derive your mandate if it’s not from the ANC, Zanoxolo Wayile.

I’m sure for the benefit of the community; there are no 2 centers of power. There’s one ANC.The ANC deploys and the ANC decides. There can be no further solutions out of the Political mess happening in the City rather than redeploying Mlibo Qhoboshiyane as the MEC, Zanoxolo Wayile as Executive Mayor, Nancy Sihlwayi, as Deputy Executive Mayor, Feziwe Sibeko as Chief Whip, and Maria Hermans as Speaker. When this Political mess happening in our City, where is the ANC Provincial collective, where is their greatness.

The operations of the ANC Provincial leadership together with this Political cabal of Zanoxolo Wayile, Nancy Sihlwayi, Feziwe Sibeko, Maria Hermans continued to undermine the leadership role supposedly practiced by Regional ANC Collective, the Portfolio Chairpersons but ANC Provincial Collective you chose to work directly with a Cabal expected to work through the ANC REC collective and Executive Mayoral Committee member. I am convinced; we are dealing this with a rightwing here.

The coming in and out of the Provincial leadership in this city creating our city as a milking cow leaves much to be desired. One questions the local standing of the Provincial collective in this mess plugging this city into a chaos and crisis without providing Political solutions to the Political leadership problems of this city. Instead, milking the natural resources of this City. Guys, I don’t believe that you are serving us well, the people of this Metro and the Province cannot be proud of your leadership.

I have never been part of the Rightwing, your leadership style suggest that these are rightwing tendencies trying to destroy our glorious movement, the ANC.

One is aware of the special mandate given to the seconded Acting Municipal Manager to serve the selfish business interest of certain ANC deployees in Council and the Province.

This will be done in the following manner:

  • Changing the composition of the SCM Committees to favour business interests of such
  • To suspend pro ANC Municipal officials who support the developmental agenda of the leading party in Council
  • To enhance the further manipulation of certain municipal Official by Mayor Wayile

History repeats itself; your strategy through the Province has been to second Acting Municipal Managers to serve the selfish business interest of Mlibo Qhobishiyana and Oscar Mabuyane. This has happened in Sunday’s River Local Municipality, Bizana local Municipality, Ngqushwa Local Municipality and now Nelson Mandela Municipality and many more municipalities in the Province. Why are you doing this, Mr MEC, are you overstaffed, do you have an over supply of Personnel in your Office readily available to go and milk money for you in the different Municipalities.

Mr Wayile must assist the public by giving details on your insinuations of referring to certain forces of darkness that are continuously paralyzing the council. Who are these forces of darkness? Are you not part of these sinister forces?

The attitude of Mr Wayile’s attitude remained that of undermining or defying whatever that comes from Standard House and portray the collective as irresponsible and not knowing anything about good governance ethics.

Wayile is the worst Mayor we ever had in this Region and why the REC is quiet on this matter whilst the ANC branches during the recently held RGC held at St Albans has pronounced on his marching orders together with his “ three sisters”. Wayile and his 3 sisters must just go, they are creating a mess.
