Municipal Manager’s Job Finally Up for Grabs

After who knows how long the Municipality has finally advertised the Nelson Mandela Bay Municipal Manager’s position. The Acting Municipal Manager position was held since August 2009, by well known Upington actor and Frequent Flyer, Elias Ntoba.

Before becoming Acting Municipal Manager Ntoba resided and worked in the Northern Cape and was municipal manager of the 100 000 strong community Khara Hais district which has its seat in Upington. Thus, a big step up for Ntoba to manage the NMB Municipality with an estimated population of 1.5 million.

At the time of Ntoba’s appointment in August 2009 it was predicted that the Graham Richards investigation would be completed and wrapped up by November 2009. This would have dovetailed well with Ntobas expressed wish of only taking up the Acting Municipal Manager position for two months at the behest of Co-operative Governance and Traditional Affairs Minister Sicelo Shiceka.

As we all know the ‘Richards Saga’ dragged on until this year (2011), probably creating great strain for Ntoba and his family which had to be offset by the crinkle of a buffalo or two from ungrateful and beaten ratepayers. It has been rumoured that Ntoba received around R100 000.00 per month. Add to that his Frequent Flying back to see his family and for holidays as well as accommodation costs plus Graham Richards being paid his full salary whilst being at home plus his golden handshake and one can get an idea of just how efficiently the ratepayer has been raped.

Do yourself a favour and read the Key Performance Areas and please tell me where it is indicated that a requirement for the position is; “Slavish dedication to the policies of the ruling party” along with “Tail wagging at the sound of His Masters Voice”?

The position requires someone with vision and foresight, great communication skills and the ability to engender confidence in high powered businessmen and ratepayers alike. Confidence in the Municipal Manager will lead to the releasing of purse strings and the greatly needed concomitant flow of money into the Municipal coffers.

VACANCY

The appointment will be made on a five-year performance based contract in terms of Section 57 of the Municipal Systems Act, read together with the Municipal Performance Regulations and the Treasury Gazetted Competency Regulations.  The remuneration package offered will be highly competitive commensurate with the level of qualification, skill, competency and experience required from the incumbent.

This post requires a person with an appropriate post-graduate degree and thorough understanding of the current and envisaged developmental local government and municipal financial systems, to perform the duties of the Head of Administration and Accounting Officer of a dynamic and complex metropolitan municipality with a staff complement of approximately 7 000 employees.

Requirements:

  • A minimum qualification of an appropriate post-graduate degree in Administration or other related field.
  • Extensive senior management experience and sound financial skills.
  • Extensive and practical knowledge of the local government environment, systems, policies and procedures.
  • Proven ability to communicate and negotiate at all spheres and levels of government and build relationships with stakeholders across the board.
  • Proven ability to provide strategic and innovative leadership.
  • Proven track record of running a successful institution, or a good track record of achievement.
  • Extensive understanding and appreciation of information technology.

Key Performance Areas:

The successful candidate will be responsible and accountable for the following:

  • Forming and developing an economic, efficient and accountable administration.
  • Implementing and managing the Municipality’s performance management systems.
  • Co-ordinating and implementing the Municipality’s IDP.
  • Managing the Municipality’s administration in accordance with the Constitution, the Local Government
  • Municipal Structures Act, the Municipal Systems Act, the Municipal Finance Management Act, the Public
  • Management Act and all other national and provincial legislation applicable to the Municipality.
  • Managing provision of services to the local community in a sustainable and equitable manner.
  • Facilitating the participation of the local community in the affairs of the Municipality.
  • Developing and maintaining a system to assess community satisfaction with municipal services.
  • Appointing, managing, effectively utilising and training staff and maintaining staff discipline.
  • Promoting sound labour relations and compliance by the Municipality with applicable labour legislation.
  • Advising political structures and political office bearers of the Municipality, managing communications between them and administering and carrying out their decisions.
  • Administering and implementing the Municipality’s by-laws and other legislation.
  • Being responsible for all income and expenditure of the Municipality, all assets, the discharge of all liabilities of the Municipality and proper and diligent compliance with applicable Municipal Finance Management legislation.
  • Implementing the strategic goals of the Municipality through co-operation and innovative teamwork.

Proof of academic Qualifications:

  • All applications must be accompanied by verified copies of academic qualifications and proof of credible references.
  • Shortlisted candidates will be required to produce their original academic qualifications at the interview and must also be prepared to submit to a competency and psychometric assessment, as well as security clearance, should the latter be required.
  • Should it be necessary to determine equivalence of qualification and/or the verification/confirmation of same, this should be established via the relevant verification authority, and the responsibility for this will rest with the applicants themselves.
