Revolutionising African Infrastructure for a Prosperous Future!

Mr. Idriss Mouchili, Director of the Coega Africa Programme (CAP) at the Coega Development Corporation (Coega), recently shared insights during a panel discussion on De-risking Africa’s Infrastructural Investment in a Changing World at the Infrastructure Africa Conference in Cape Town. Emphasising the significance of the African Continental Free Trade Area (AfCFTA) agreement in achieving this objective, Mr. Mouchili underscored the pivotal role of the AfCFTA in driving South Africa’s economic growth following its ratification by the South African Parliament.

The AfCFTA stands as a pivotal tool poised to unlock export markets for manufactured capital goods, technology, and services, fostering continental integration through the establishment of strategic trade and logistics corridors. However, Mr. Mouchili points out that a notable impediment to progress lies in the prevailing one-size-fits-all approach to risk assessment across Africa.

Despite the continent’s rich diversity in geography, culture, and language, the current practice of assigning project risks uniformly across entire regions poses challenges. This standardised approach can unjustly penalise countries situated far from the source of risk, even when located thousands of kilometres away. To harness Africa’s full potential, a more nuanced and tailored approach to risk assessment is imperative.

Developing a robust de-risking strategy for Africa’s infrastructure investment hinges on two fundamental steps. Firstly, it involves the segregation of risks into country-specific and project-specific categories. Secondly, it necessitates the allocation of these risks at the appropriate level for effective management.

Country risks encompass the uncertainties associated with investing in a particular nation, including factors like political instability, customs delays, complex tariff structures, challenges related to capital repatriation, and property rights issues, among others.

Viewed through the lens of the Capital Asset Pricing Model (CAPM), country risks should be addressed through bilateral or multilateral engagements between African countries or international organisations. Leveraging existing frameworks or forging new agreements can help mitigate and resolve these risks effectively, fostering a conducive environment for sustainable infrastructure development and investment across the continent.

This increased investor confidence translates directly into a greater need for experienced partners. With 25 years’ expertise and capabilities in infrastructure development, engineering, procurement, project management, construction and facilities management, and industrial parks development, Coega is committed to being the leading catalyst for inclusive economic development in line with the broader African regional developmental agenda and economic imperatives.

The Coega Development Corporation (Coega) is proud to announce that the organisation received the Community Builder of the Year Award at the 20th annual Black Business Quarterly (BBQ) Awards Ceremony, which took place at the Emperor’s Palace in Kempton Park on Friday, 26 July 2024. The Award was received by Coega Board Members, Ms. Ziyanda Potelwa and Mr. Sibusiso Nduna, demonstrating the importance of the award category in alignment with Coega’s socioeconomic development focus.

The BBQ Community Builder Award category recognises an organisation’s commitment to community development through innovation, creativity, integrity, a proven record of achievement, and leadership. Coega’s recognition as the winner in this category emphasises the Corporation’s commitment to community development through job creation, skills and training, and social infrastructure development, amongst others. For the past 19 years, the BBQ Awards have celebrated exceptional businesses that are driving positive change in South Africa. The Awards encourage and promote sustainable black business and transformation through the recognition of good corporate governance, leadership, and achievement.

Nelson Mandela University Business School Students Explore Coega SEZ in Immersive Visit

The Coega Development Corporation (Coega) hosted a group of Maritime Management Masters students and faculty members from the Nelson Mandela University Business School (NMU Business School) for a comprehensive tour of the 9003-hectare Coega Special Economic Zone (SEZ) on Wednesday, 24 July 2024. The purpose of the tour was to offer students firsthand insight into the diverse array of industries thriving within the SEZ, spanning automotive, agroprocessing, energy, and logistics sectors, as highlighted by Dr. Ayanda Vilakazi, Coega’s Unit Head of Marketing, Brand, and Communication.

Dr. Nomtha Hadi, NMU Lecturer and Master of Maritime Management Coordinator, elaborated on the objectives of the visit, stating, “Our goal was to gain a holistic understanding of the Coega SEZ, its role in driving economic growth, particularly in the maritime sector. Additionally, we aimed to delve into the progress made in attracting investments and positioning South Africa and the SEZ as a pivotal investment and logistics hub. Lastly, we sought to identify challenges encountered by the port and the SEZ, pinpoint potential research opportunities, and foster collaboration between our masters students, their affiliated organisations, and the Coega SEZ.”

With a keen focus on economic prospects within the maritime industry, Coega has been actively pursuing opportunities for development, paving the way for enhanced collaboration and growth within the sector.

NMU Maritime Masters student, Siyasanda Mdakane shared her perspective on the visit: “The visit to the Coega SEZ was incredibly refreshing, and it was amazing to witness how the economy is being unlocked by this institution. It was fascinating to see how the SEZ is a strong pillar of the maritime industry, especially with its close proximity to the Nelson Mandela Bay Ports. One of my key interests was understanding how the different companies operating in the Coega SEZ are addressing the high rate of unemployment locally, and it was reassuring to hear that a high percentage of the companies are employing locally.”

By providing students with the opportunity to visit Coega SEZ and learn about various industries, the initiative aligns well with Mandela’s vision of equal access to quality education for all, while also contributing to Sustainable Development Goal (SDG) 4, which focuses on ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all.

Dr. Hadi, expressing her sincere gratitude, shared: “The visit exceeded our expectations, and students found these visits incredibly insightful as they provided a broader understanding of the intelligence underpinning Coega’s strategic projects and its social responsibility, not only towards SMME development but also in training and skills development.

The visit also addressed issues around sustainability, demonstrating Coega’s commitment to sustainable development and the social and economic transformation achieved through the SEZ. Coega Making Strides in Wild Coast Industrial Park Development

The Coega Development Corporation (Coega) speaks on the significant progress in the development of the Wild Coast Industrial Park, a pivotal project aimed at enhancing economic growth and industrialisation in the Eastern Cape Province.

Dr. Ayanda Vilakazi, Coega’s Unit Head of Marketing, Brand, and Communications, emphasising Coega’s 25 years of experience and International Organization for Standardization (ISO) certification, stated that Coega is spearheading the project’s implementation to enhance state capacity and service delivery, ensuring the realisation of the Wild Coast Industrial Park to drive economic transformation and uplift the region.

The Wild Coast Industrial Park was established to bolster the agro-processing sector, promote the beneficiation of agricultural resources, build manufacturing capabilities, and rejuvenate Mthatha and surrounding areas as a significant industrial hub. Aligned with the District Development Model, the project prioritises job creation, infrastructure development, and innovation in rural provinces and districts.

Spanning 226 hectares, the park boasts proximity to major transport routes, robust infrastructure development, and a strategic location central to three district municipalities. With signed investment commitments from sectors such as agroprocessing, beverage manufacturing, poultry processing, and starch manufacturing, the Park showcases its potential as a vital industrial hub.

During the 2022 State of the Province Address (SOPA), the Eastern Cape Premier, Honourable Lubabalo Mabuyane, declared that the “Wild Coast Industrial Park is no longer a dream, it is a reality.” Progress has been made, with the completion of phase 1 (fencing) and the rollout of bulk infrastructure, including sanitation, water, and electricity. The Department of Trade, Industry and Competition (the dtic) has invested R49.5 million in the project, expected for completion in November 2025.

According to the former Minister of Trade, Industry and Competition (the dtic), Honourable Ebrahim Patel, during the 2022 budget vote, “Transformation is about building an economy that works where our people are bringing development to rural provinces and districts. Our revised approach to spatial industrial policy, informed by the District Development Model, will see the dtic supporting projects that create jobs, infrastructure, and innovation in Districts across the country.”

The Wild Coast Industrial Park aligns with this approach, and the Eastern Cape Provincial Government is currently implementing the Wild Coast Industrial Park Strategy, driving its development forward.

One key contributor for successful establishment and operations of SEZs and Industrial Parks today is access to fast, reliable, and cost-effective telecommunications systems and services for investors located in the zone. Notably, in 2022/23 financial year (FY), significant progress was made in information and communication technology, including the completion of a market study on telecommunication services, finalising fibre infrastructure and connectivity designs, completing data centre designs, and initiating the appointment of an internet service provider and data centre construction, to name a few.

In the 2024/25 FY, the planned economic research for the Wild Coast Industrial Park will focus on several key areas, including the agroprocessing incubator, logistics hub feasibility study, abattoir operational model analysis, blue ocean market study, digital hub feasibility, and hospitality industry. Moreover, social facilitation and stakeholder engagements will continue, and Small, Medium, and Micro Enterprise (SMME) training will be provided to ensure that targets are achieved.

San Miguel Lemon Processing Plant Welcomed to Coega SEZ

The Coega Development Corporation (Coega) is pleased to welcome San Miguel’s newest processing plant to the Coega Special Economic Zone (SEZ), in Gqeberha in the Eastern Cape. Situated in the Zone 3 General Manufacturing Cluster of the SEZ, the plant will focus on lemon processing and extraction for various end products.

With an investment value of approximately R490m, the Gqeberha plant aims to achieve 100,000 tons of lemon grinding annually by 2030 with its local partner African Pioneer Group. These natural ingredients will then be distributed to more than 200 customers in over 50 countries. In terms of its socio-economic impact, the facility directly employs 120 people and is expected to create 250 indirect jobs in the local community.

Coega’s Senior Business Development Manager, Mr. Johan Fourie, explains that the Eastern Cape’s citrus industry boasts significant potential for growth that would have a cascading impact on the socio-economic development of the region.

“The Eastern Cape citrus industry has the potential to diversify the economy and create many jobs. Existing export channels and a strong reputation create a solid foundation for further growth,” says Fourie.

The Eastern Cape is the second-largest citrus producer in South Africa, which is the world’s second-largest exporter of citrus fruit. Supported by well-established infrastructure and expertise, the Eastern Cape region contributes significantly to the success of the industry.

Chief Executive Officer of San Miguel Global, Mr. Pablo Pla, explains that the facility forms part of San Miguel Global’s Strategic Redirection Process. With lemon processing facilities in Argentina, Uruguay and now South Africa, San Miguel has reinforced its position as a multi-national leader in agroprocessing.

“The facility marks a significant milestone in San Miguel’s history. Our new industrial lemon processing plant in Coega is designed to produce high-quality natural ingredients such as lemon essential oil, concentrated juice, and peel for industrial and animal feed use. This project not only strengthens our position as the world’s top processor, but also reflects our ongoing commitment to innovation and sustainable development,” says Pla.

The arrival of the San Miguel facility in the Coega SEZ signifies a significant step forward for the region’s expanding agroprocessing sector. It joins a consortium of established industry players, solidifying the Coega SEZ as a hub for the development of the agroprocessing sector.

In an insightful opinion piece, Mr. Neville Andrew, Security Manager at the Coega Development Corporation (Coega), emphasises a critical issue facing South Africa: the pervasive threat of crime. Mr. Andrew writes that this issue not only inflicts personal harm on citizens but also poses a significant risk to the country’s economic stability. Crime leads to property loss, infrastructure damage, and increased security costs for both businesses and households, generating an atmosphere of uncertainty that impedes economic progress and diverts resources.

The Coega Special Economic Zone (SEZ) embodies progress in South Africa, playing a pivotal role in attracting investments and fostering economic prosperity. However, security stands out as a fundamental pillar underpinning its success.

Coega and Partners Championed Change for Mandela Day at Vulumzi Senior Secondary School

On Thursday, 18 July 2024, in the spirit of Nelson Mandela International Day 2024, the Coega Development Corporation (Coega) joined Columba Leadership, the Nelson Mandela Bay Municipality (NMBM), the Department of Forestry, Fisheries, and the Environment (DFFE), and the Department of Rural Development and Agrarian Reform (DRDAR) to implement a series of environmental initiatives at Vulumzi Senior Secondary School in Motherwell, Gqeberha.

Endorsing the initiatives, the NMBM MMC for Public Health, Mr. Thsonono Buyeye, shared that environmental stewardship is central to the health of people and their communities: “As a Metro, we welcome these collaborative initiatives as we believe they are more fruitful than when stakeholders work in silos. We appreciate the efforts, and we always support such initiatives with all the resources we have including human resources.

In fact, just last month, we actively participated in environmental initiatives aligned with World Environment Month, responding to the devastating floods that affected our city. The impact of those floods is still evident, and the reality of climate change demands that we collectively reassess our synergy with the environment and work together towards a more sustainable future.”

Driven by a shared passion for environmental stewardship and supported by Coega’s Corporate Social Investment (CSI) Programme, Coega employees and partners dedicated their time and energy to make a lasting difference for Vulumzi Senior Secondary School and the surrounding community.

The establishment of a sustainable food garden, the planting of indigenous and fruits trees, a waste management system, and comprehensive community clean-up outside of the school premises were the culmination of tireless efforts by all stakeholders involved. These impactful initiatives directly support the Sustainable Development Goals (SDGs) 2 (Zero Hunger), 3 (Good Health and Wellbeing), 11 (Sustainable Cities and Communities).

DRDAR representative, Bongani Gocina shared that after a week of dedicated preparation prior to Mandela Day, the collaboration between Coega, Columba, NMBM, DFFE, and DRDAR yielded impressive results.

“This initiative aligns perfectly with this year’s theme: ‘It’s still in our hands to combat poverty and inequality.’ We planted a food garden that will not only provide sustenance to the community but also teach people that they can make a difference. We were also able to create a sustainable smart agricultural garden based on conservation agriculture, which mitigates against climate change by using cover crops, crop rotation, and minimum soil tillage. These are some of the strategies, which we advise to our farming communities as agricultural advisors to be assured communities are resilient and food secured.”

Vulumzi SSS Principal, Mr. Mzimkhulu Fina, expressed his gratitude: “On behalf of the school, I would like to express my heartfelt gratitude to all the stakeholders involved in implementing these environmental initiatives at our school. Your dedication to environmental stewardship and community development is truly inspiring, and we are grateful for the positive impact it will have on our learners and the surrounding community.”

Mandela Day 2024 underscores the significance of partnership in building a more equitable and sustainable future, where environmental stewardship and community development converge.

Going Green for Mandela Month

As South Africa commemorates Nelson Mandela Month 2024, the Coega Development Corporation (Coega) is turning its focus inward. Inspired by the theme: It’s still in our hands to combat poverty and inequality, Coega is implementing sustainable interventions designed to strengthen the environmental management of its Special Economic Zone (SEZ), to promote the spirit of good citizenship and make a lasting impact in local communities.

Driven by its Corporate Social Investment (CSI) Programme, Coega has partnered with Columba Leadership, the Nelson Mandela Bay Metropolitan Municipality (NMBM), the national Department of Forestry, Fisheries, and the Environment (DFFE) and the Eastern Cape Department of Rural Development and Agrarian Reform (DRDAR), to establish a food garden and sustainable waste management initiative at Vulumzi Senior Secondary School in Motherwell, Gqeberha.

The initiative calls on employees and stakeholders to volunteer their time and efforts on 18 July, aligning with Coega’s CSI objectives to drive social change and shared value, and the Sustainable Development Goals (SDGs) 2 (Zero Hunger), 3 (Good Health and Wellbeing), and 11 (Sustainable Cities and Communities). Coega is also revisiting its Mandela Month 2023 Garden Project at the Door of Hope Children’s Home to initiate a sustainability mentorship programme for the upkeep of its climate-resilient garden.

Ms. Telly Chauke, Coega’s Chief Sustainability Officer explains that this year’s initiative prioritises awareness and volunteerism in critical areas of food security, waste beneficiation, and environmental education.

“At the core of sustainability, is a commitment to a healthy planet and a just society. Volunteerism is the heart of that commitment. When volunteers lend their time and skills to environmental projects, community or school gardens, and educational initiatives, they become the driving force behind positive change. In Coega’s sustainability efforts, volunteers amplify our impact and inspire others to join the movement for a sustainable future,” says Chauke.

Coega’s commitment to sustainability extends beyond Mandela Month. By initiating these projects, Coega aims to create a lasting impact that fosters long-term partnerships for environmental and social wellbeing amongst employees and community members.

Coega’s Executive Manager for Corporate Services, Ms. Mokgaetsi Sebothoma, explains that employee volunteerism is an important element in Coega’s 2024 Mandela Month approach.

“In the spirit of Nelson Mandela, even the smallest act of volunteerism from our employees can create a ripple effect of positive change. By coming together on Mandela Day, we can amplify our impact and build a more equitable society while creating an opportunity for our employees to contribute in a meaningful way beyond being employed to earn a living, just as Madiba himself envisioned. The Coega Development Corporation (Coega) congratulates the Republic of South Africa’s 7th Administration announced by His Excellency, President Cyril Ramaphosa, on 30 June 2024. As a 3(d) registered public entity, wholly owned by the Eastern Cape Provincial Government, Coega looks forward to the continuation of its work as the leading Special Economic Zone (SEZ) in Southern Africa, and a catalyst for the championing of socio-economic development in alignment with the objectives of the National Development Plan Vision 2030 and National Infrastructure Plan 2050.

In terms of job creation and economic growth, as of 31 March 2024, Coega has attracted a total of 60 operational investors in the Coega SEZ (up from 58 last year) that employ 10,154 people, which is a significant achievement for Coega, given the challenge of unemployment in the region.

Furthermore, Coega has a proven track record of clean governance and compliance and achieved a clean audit for the past four consecutive years, by the Auditor-General of South Africa (AGSA).

University of Limpopo Students Experience Sustainability in Practice with Coega

To wrap up an eventful and successful Youth Month 2024, the Coega Development Corporation (Coega), in collaboration with the University of Limpopo (UL), facilitated an immersive learning programme for students at the 9003-hectare Coega Special Economic Zone (SEZ), in Gqeberha, this week, says Dr. Ayanda Vilakazi, Coega’s Head of Marketing, Brand and Communication.

The main objective of the educational progamme and visit, which included a comprehensive presentation and tour focused on sustainability and environmental management within the Coega SEZ, was to bridge the gap between the students’ theoretical understanding and their real-world experience of environmental management and sustainable development. The visit also offered the students an opportunity to network with seasoned professionals in their fields of interest.

The 39 students, ranging from undergraduate and postgraduate levels, were exposed to health and safety management, water quality management, waste management, open space management, Geographic Information Systems (GIS) technology, and the execution of Environmental Impact Assessments (EIAs). In addition, the visit comprised an overview of the Coega SEZ’s operations, along with a detailed explanation of the services offered by the Sustainability Business Unit (SBU), which incorporates those related to quality management and the organisation’s climate change response.

Mr. Simphiwe Silwana, Coega’s Sustainability Manager, expressed that Coega is always open to sharing invaluable insights and best practice Case Studies with students who are interested in effective sustainable development.

“These students travelled to the Coega SEZ to deepen their understanding of environmental management. They are future professionals who will play vital roles in addressing the environmental issues they confront when they return to Limpopo,” said Silwana.

Coega empowers students to thrive in a dynamic world, by providing unparalleled opportunities to expand students’ knowledge and enabling them to make informed career choices.

UL Environmental Sciences student, Hlahla Clement (20), shared his perspective on the visit: “This experience has taken me to places I will need to visit once I graduate. I learnt a lot about Geographic Information Systems technology and now I know that I would like to pursue my Masters in Geographic Information Systems technology.”

UL Lecturers in Geography and Environmental Studies, Mr. Marks Sebaiwa and Frederick Mashao agreed that the visit exceeded expectations and fulfilled the intended purpose.

“This experience proved highly beneficial for our institution and our students, offering them valuable exposure. I am particularly pleased with the participation of our students and the practical teachings by young professionals at Coega,” said Sebaiwa.

Coega’s unwavering dedication to learning and sustainable development ensures that the next generation of changemakers are well-prepared and inspired to shape a better future for generations to come, concludes Dr. Vilakazi.
