We THINK that this is what the TNPA turns over from Manganese Ore per day

According to the TNPA Tariff Book for 2016/17 the price per ton of Manganese Ore is R16.94 (page 42) OR R8.41 (page 43).

This past financial year TNPA moved 12 Million Tons of Manganese Ore through it’s facilities in Saldanha Bay and Port Elizabeth.

This translates into R203 280 000 turnover for the year (at the higher tariff of R16.94).

Divided by 365 we can deduce a daily turnover of R556 931.50 per day from the loading of Manganese Ore.

To this we need to add the various other charges per vessel and here we may ‘double up’ inadvertently:

  • VTS Charges: 0.33 per Gross Ton with a minimum fee of R144.99 – most manganese vessels are more than 40 000 tons in size so VTS charges can expect to be charged around the minimum. (Vessel Traffic Service (VTS) charges were introduced in the interest of safe navigation, pollution and conservancy of the ports based on the gross tonnage of a vessel)
  • Pilotage Services: Basic Fee of R5 522,03 plus R8.82 per 100 tons or part thereof so a 40 000 ton vessel would pay R9 050.03 in AND out.
  • Tugs/Vessel Assistance and/or Attendance: A 40 000 ton ship requires two tugs and will pay R19 858.36 as a basic fee and R45.00 per 100 tons over 10 000 tons (R13 500.00) for a total of R33 358.36 in AND out.
  • Berthing Services: R2 363.10 basic fee plus R11.52 per 100 tons – our example 40 000 ton vessel will then pay R6 971.10 to berth AND unberth
  • Running of vessel lines: R1 395.42 again times two
  • Port Dues: Basic Fee of R118.64 per 100 tons PLUS R35.58 per 100 tons per 24 hours – Our 40 000 ton manganese ore ship will pay R47 456.00 basic fee and R14 232.00 per day
  • Other essential services such as water, electricity, refuse removal and security are not detailed in the Tariff Book

Lets assume that our 40 000 ton vessel stays for 5 days whilst being loaded.

This means that the charges to the vessel will be:

  • VTS Charges: R144.99
  • Pilotage: R18 100.06
  • Tugs: R66 716.72
  • Berthing: R13 582.20
  • Vessel Lines: R2 790.84
  • Port Dues: R118 616.00

Giving a total of R219 950.81 OR R43 990.16 per day.

The Port of Port Elizabeth loads up to three container ships per day giving and estimated R131 970.48 per day turnover from the ships.

Add the R556 931.50 per day charges to load the Manganese Ore and we can deduce that the loading of Manganese Ore is worth R688 901.98 per day in turnover.

What we have not taken into account is the other charges that may accrue such as hire of the manganese ore dump and the increased tariffs from use of containers, cranes and hoppers when loading high grade manganese.

We at MyPE have been told that the Magnganese Ore facility is worth close to R1 Million per day in turnover ot the Port of Port Elizabeth but are comfortable in our assesment of R688 901.98 per day from pubblished tariffs and today’s anouncement that TNPA have delivered 12 Million tons of Manganese Ore this past financial year.

According to Assmang Manganese the Port of Port Elizabeth has a load rate of 800 tons per hour and the permissible sailing draft is 12m.
