Ward 9 News – November 2012

3 November 2012 By Ward 9

To see how hard working Ward Councillors go about their jobs, see Ward 9 councillor, Heinrich Muller’s newsletter below.

You may contact Ward 9 using the contact form at the bottom of this report.

1. RAIN DAMAGES

Thanks to everybody who informed us of damages (potholes, fallen trees, etc.) in their respective areas, occurred during the heavy rains we experienced over the past couple of weeks.

Should you have any other feedback for us, please do not hesitate to contact my office or send us an e-mail.

2. STOLEN MANHOLE COVERS

We have received numerous complaints of manhole/sewerage covers being stolen from Fernglen and Sunridge Park areas. I alerted the municipality and SAPS and was informed that a syndicate was operating on a big scale.

Should you become aware of such activities, please feel free to contact my office.

On the funny side: luckily, in Fernglen, some of the ‘thieves’ were attacked by bees who had been disturbed when they removed a manhole cover late one night. They only realized their mistake after they already had the cover in the car. They came to a screeching halt and the cover was thrown from the vehicle before they sped off again. Fortunately residents were unable to get a licence plate of the suspect vehicle.

3. SQUATTERS: BAAKENS VALLEY

We received the following feedback from the Baakens Valley Crime Forum after a co-ordinated blitz.

They have experienced a sharp increase in petty crime and house break-ins within the last 4 weeks and have decided that a blitz would be the best answer.

“…Once again we had a very successful bush blitz on Saturday morning, those who did not make it, we missed you, try join us next time.

We went in around 6h00, 21 community members, some have been with us before, a large percentage are newbies, I trust they felt welcome and supported.

In total I think we dismantled 8 locations, and destroyed 5 snares.

Thank you all, your support is greatly appreciated…”

I would like to thank all involved for, as I believe, a successful ‘operation’.

V Cameron, tel. 041 506 3321 of 041 506 3357, 2e verdieping, Lillian Diedericksgebou, Govan Mbekilaan, Port Elizabeth

5. APPLICATION FOR REMOVAL OF RESTRICTIVE CONDITIONS:

Kindly take note of the following application for the removal of restrictive conditions on Erf 464, Sunridge Park (11 Sunridge Park Drive) (CF24/00464)(SN) (Ref. 301) according to Article 3(6) of the Act of Removal of Restrictive Conditions, 1967 (Act 84 of 1967).

The applications may be examined at the office of Properties and Planning Administration, 2nd floor, Govan Mbeki Avenue, Lillian Diedericks Building, during normal office hours.

The proposals will only be considered by Council once the legal requirements have been completed so that any possible objection may also be taken into account.

Should you have any objections, please forward them in writing to the Municipal Manager, P O Box 116, Port Elizabeth, 6000 before 19 November 2012. Ensure that you include the abovementioned act, the reference numbers mentioned above as well as your erf number.

6. TRAFFIC CONTROL

“…Speed Law Enforcement was conducted in Bramlin Street in September 2012.

The speed of forty (40) vehicles were measured and only four prosecuted for exceeding the speed limit of 60km/h. The highest speed recorded was 72 km/h.

The offence rate was below 2% which indicated that the motorists in general do comply with the speed limit…”

The area will be monitored as and when manpower permits.

7. NEWS FROM THE METRO:

Some issues from the Metro which I would like to bring to your attention:

DISCHARGING OF FIREWORKS

We received the following information w.r.t. Guy Fawkes Day (Monday, 5 November 2012):

“…Guy Fawkes Day (Monday, 5 November) is around the corner.  On the evening of that day, the Municipality will allow residents to discharge fireworks for a two-hour period only, namely between 19:00 to 21:00, and in designated places only.

Fireworks are potentially dangerous and the indiscriminate discharging thereof is irritating to others and experienced as traumatic by animals. Every year, cases are reported of terrified pets scaling walls and getting lost, maimed or killed on our roads.  In that regard, the Municipality advises employees who are pet owners to preferably keep their pets indoors or at least locked up over the period, and to constantly monitor their condition.

The Municipality has designated the following places at which fireworks may be legally discharged, as stipulated in the Explosives Act, No. 26 of 1956:

a. All Public Parks and developed public open spaces, except Settlers and St George’s Parks and
proclaimed nature reserves, provided such public open space is not within 250 m of a hospital,
veterinary surgery, animal shelter, old age home, petrol filling station and storage for petroleum and
other flammable products.

b. Sandy beach areas in Port Elizabeth (sand dunes excluded) of Joorst Park, Wells Estate Beach, Bluewater Bay Beach and King’s Beach (from Supertubes to beacon opposite Admiralty Drive.

c. Areas in Uitenhage: Open areas between Lovebird Street and Tiryville, Kamesh and Maduna Roads, Uitenhage Rugby Club, corner of Drostdy and Market Streets, Uitenhage.

d. Areas in KwaNobuhle: Open area between Mqolomba and Jabavu Roads, and between Ponana Tini and Tize Streets.

e. Area in Despatch: Open area across from waterwheel in Main Street.

Applications to discharge fireworks may be faxed to 041 506 3305 or hand-delivered to office 1203, Lillian Diedericks Building, Govan Mbeki Avenue or mailed to the Executive Director: Corporate Services, PO Box 116, Port Elizabeth.

The Municipality will, on application, designate private open spaces as envisaged in Section 2(c) of the Fireworks By-Law, subject to being situated in compliance with (a) above.

A person who is found using or discharging fireworks unlawfully in terms of Chapter 10.34 of the Explosives Act, No. 26 of 1956, will be fined a R2 000 admission of guilt fine.

Residents who wish to report the unlawful discharging of fireworks can contact their nearest Police station or call the Fire Emergency Control Room at 041-508 5566…”
