Ward 9 News January 2011

31 January 2011 By Ward 9

Heinrich Muller

ww.MyPE.co.za: To see how hard working Ward Councillors go about their jobs, see Ward 9 councillor, Heinrich Muller‘s newsletter below:

Hope you all had a wonderful holiday and a good rest.  2011 is once again filled with lots of challenges which we can only conquer if we all work together. The local Municipal election scheduled for later this year is probably the most important one.

NEWS FROM THE METRO

Some issues from the Metro which I would like to bring under your attention:

We had quite an interesting Council meeting on 25 January 2011.

“The mid-term report for the 2010/11 financial year presented before the Metropolitan Council this week shows under-performance on certain service delivery targets set out by the municipality at the beginning of the financial year. In most cases, the financial challenges experienced by the municipality are cited as the main reasons for the underperformance, as projects totalling just over R500 million had been postponed for future financial years because of the cashflow challe Addressing a media conference ahead of the Council meeting where the report is to be tabled, Mayor Wayile emphasized strong performance management measures and promised “decisive action” declaring the month of February 2011 where “all directorates will be objectively measured against their respective performance targets”.

“There is no room for laziness, tardiness or inefficiencies in this institution, as it is an institution whose purpose it is to deliver services to the people,” said Mayor Wayile, before adding that he wished not to “paint everyone with the same brush,” saying, “I acknowledge that there are indeed many who day in and day out try their level best”.

The Mayor is currently engaging National government ministries, local and national business stakeholders and non-governmental organizations with a view to finding creative solutions to cashflow challenges experienced by the municipality in order to unlock alternative sources of funding for projects.

Mayor Wayile has instructed the Acting Municipal Manager and Chief Financial Officer to come up with alternative sources of funding. A draft financial recovery plan is already being discussed at various levels within the municipality and must be presented to the Mayor shortly.

A financial recovery plan is thus currently in its draft form, with its principle objective being to place the Municipality in a sound financial position to ensure its ability to meet its service delivery targets. The financial recovery plan will address, among other things, issues of adequate cash management, enhancement of the Municipality’s revenue base and additional revenue streams…”

Municipal Manager appointment process to start in February.

According to the executive mayor, the process to appoint a full-time Municipal Manager for NMBM would start in February, empahsising that this was a priority and that all due processes would be properly followed.

Mayor Wayile said that it was expected that an advertisement would be published in February and that it was envisaged that, following all due processes, an appointment would be made by end April 2011. The Mayor said that they would appoint a competent person, who was a professional and who had the necessary experience and capability to manage an institution of this size and complexity. “We will appoint a competent professional, irrespective of colour or struggle credentials.”

“We want someone with the necessary integrity, who understands the local terrain and dynamics and who will be able to turn things around…”

SIDEWALKS IN SUNRIDGE PARK

The residents of Sunridge Park will no doubt be happy to know that work on the sidewalks in Canna Avenue and Cassia Drive has commenced again and should be completed within the next two to three weeks.

Please note that “….unfortunately, the completion of all the work is determined by payment to the contractor by the Municipality, who only made a payment for work completed last week.”

I would like to thank the affected residents for their patience and understanding of this situation.

APPLICATION FOR COUNCIL’S SPECIAL CONSENT (SC 282/2010) ERF 422, FERNGLEN

An application for council’s special consent (SC 282/2010) to permit Erf 422, Fernglen situated at 36 Glenelg Road, Fernglen to be used as a playschool, has been received by my office.  The application may be examined at the office of the Properties and Planning Administration, 2nd Floor, Brister House, Govan Mbeki Avenue, during normal office hours.

Should you have any comments/objections to the above application, please ensure that your comments/ objections reach the office of Mrs L Mente-Mtimkulu, Land Planning and Management Sub-Directorate, P O Box 9, Port Elizabeth, 6000 (tel 041 506-3244 and fax 041 506-3430) on or before the closing date for objections, which is 7 February 2011.

CONSTRUCTION OF PEDESTRIAN BRIDGES IN THE METRO

I had a visit from BKS re doing a feasibility study of providing and implementing pedestrian bridges across the roads, streams and rivers within the municipality.  All residents are hereby invited to identify key spots that would require either the construction of a bridge; erection of a culvert to assist pedestrians currently affected by either a stream/river or traffic flow in reaching their destination safely.

The consultation process will result in proper prioritization of the construction of these bridges and therefore your contribution will be highly appreciated.

BKS will also be engaging with other outside stakeholders such as the Police, Traffic and Ambulance services in assisting to consolidate all the relevant data in this regard.

Please send your feedback / responses to my office by Monday, 28 February 2011.

SHOCKING STATE OF WARD 9

I am receiving numerous complaints of overgrown verges, plots, parks, etc. and have reported it to the metro.    I am very disturbed by the shocking state our Ward is in and am following up with the Metro on a weekly basis to have the grass cut and the area cleaned up soonest.

Once again I request that you please be patient and take note that due to the cash crisis, the Metro is unable to appoint extra contractors to assist with the above.  I have noticed however that they have started to cut grass/verges in some areas (e.g. Cape Road in Linton Grange).

How can I be of assistance? Please feel free to contact me.
