The Nelson Mandela Bay Municipality is preparing a Local Spatial Development Framework (LSDF) for the Inner City Area of the Nelson Mandela Bay Metro. The planning area comprises of the Mount Croix, North End, Richmond Hill, Central, Govan Mbeki, St Georges Park, Baakens River Valley, South End, Humerail, the Harbour and Kings Beach Areas of Port Elizabeth.
