ONE Area in Which Nelson Mandela Bay LEADS the Pack (but shouldn’t!)

9 June 2021 By Alan Straton

The MunicipalMoney.gov.za information site analyses municipal budgets and spending patterns and is one that is compelling to peruse.

Let’s look at where the Nelson Mandela Bay Metropolitan Municipality completely lost the plot during the 2018/2019 year – Unauthorised, Irregular, Fruitless and Wasteful Expenditure which, expressed as a percentage of operating expenditure, hit a shameful low (high) of:

Unauthorised expenditure means any spending that was not budgeted for or that is unrelated to the municipal department’s function. An example is using municipal funds to pay for unbudgeted projects. Irregular expenditure is spending that goes against the relevant legislation, municipal policies or by-laws. An example is awarding a contract that did not go through tender procedures. Fruitless and wasteful expenditure concerns spending which was made in vain and would have been avoided had reasonable care been exercised. An example of such expenditure would include paying a deposit for a venue and not using it and losing the deposit.

Nelson Mandela Bay has the dubious achievement of having a very high percentage of Unauthorised, Irregular, Fruitless and Wasteful Expenditure in comparison to City of Johannesburg (2.9%), Buffalo City(2.7%) and Ekurhukeni (1.1%).

NOW – it is very easy to say; “Oh but that is because political party A/B/C was in charge at the time!”

BUT that doesn’t absolve any political leader/councillor from blame and NEITHER is it a good reason to vote for one of the existing parties complicit in the ‘Circle of Chaos’ that we call ‘Council’ as every man jack of them has played the game for far too long now and forgotten to put ‘Residents before politics’ by being ‘100% Focused on Nelson Mandela Bay’ and not their own little kingdoms and wallets!

Nelson Mandela Bay’s dubious first place in the realm of Unauthorised, Irregular, Fruitless and Wasteful Expenditure

I have cherished the idea of a democratic and free society. If need be, it is an ideal for which I am prepared to die." See more articles by Alan.
