Metro Police HR Costs and Collections don’t add up

5 July 2016 By Alan Straton

13 July 2016: See an update to the numbers here – We add another R20 Million to Metro Police HR Costs

Hot on the heels of the launch of the Metro Police in May 2016 the Nelson Mandela Bay Metropolitan Municipality is advertising for TWELVE vacant positions in the Metro Police. Each designated as Director and each with a maximum salary of R889 068.00 per annum (excluding benefits).

The question is always; “How will this be funded?”

The ordinary man in the street (that’s me) will turn to publicly available documents such as the 2016/17 – 2018/19 BUDGET.

We assume that the Metro Police will derive most of it’s funding from the collection of fines. On Page 11 of this year’s budget the fines collection appears in a line item in Table 2 – Summary of main revenue sources.

Now this is where the fingers of any auditor would become suspicious as the audited fines collection is reported to be:

  • 2012/13 – R28 892 000
  • 2013/14 – R61 409 000
  • 2014/15 – R39 644 000

The the numbers take a huge jump as the original budgeted collection figure for 2015/16 is stated as R11 861 000 ADJUSTED to R226 837 000 and the budget figure for 2016/17 increases to R242 441 000.

The figure for 2015/16 (R226 837 000) represents a NINETEEN FOLD increase over the first estimate (R11 861 000). If the responsible person in that department hits that target then he/she deserves accolades beyond measure.

BUT on page 81 of the budget are the Monthly Targets for Revenue, Expenditure and Cash Flow and therein are the monthly itemised “Cash receipts by source” and the Fines line item shows a total amount of R32 400 000 for Fines Collection for 2016/17.

Forgive me for being confused but which is the correct figure?

Back to the cost to ratepayer of these 12 new Directors plus the Constables and Sergeants as recently advertised:

Lets assume the Total Cost to Company (Cost to Ratepayers) is a multiple of 1.8 – this is to include statutory costs, office space, transport, communication costs, leave, etc., etc.

  • 12 Director posts @ R800 000 per annum multiplied by 1.8 will cost the ratepayer R17 280 000 per annum
  • Add the 65 Sergeant Positions advertised on 20 June 2016 (Position Code 6694 at between R296 424 and R412 116 per annum excluding benefits) then the cost to ratepayers (at an average salary of R350 000) increases R40 950 000 per annum
  • Add the 430 Metro Police Constables positions advertised in June 2016 (Position Code 6686 at between R202 768 and R228 852 per annum excluding benefits) then the cost to ratepayers (at an average salary of R220 000) increases R170 280 000 per annum

We are now looking at a total cost to ratepayer (excluding the Metro Police Chief, other positions and support services) of R228 510 000.00 per annum

My figures of R228 Million cost to ratepayer now match (sort of) the increased budgeted collection target of R226 837 000 from fines. This is still way off the figures reported on Page 81 of the budget of R32 400 000.

The questions remain; “Which figures are correct and is it reasonable to expect a brand new Metro Police Force to increase fines collection NINETEEN FOLD?”

The Metro Police advert appears below:
