Leaked Metro Police memo – Departmental Circular No. 8/2016

16 May 2016 By Alan Straton

A transcript of the leaked Metro Police memo referred to in this Letter to the Editor – Leaked memo reveals illegal metro cop appointment plan – appears below:

Subsequent to extensive discussions with the unions and discussions that took place on 6 May 2016, the Employer has made a decision to implement the Metro Police, with the following commitments:

1. All staff will be placed on the new structure on a close to match basis. Those who do not qualify will be assisted by varies means:

* Waiver of educational qualification requirements,
* provision of relevant training,
* consideration of RPL and
* expungement of criminal records where possible.

2. During placement all staff even if they do not qualify will be placed on the new structure on a probationary basis and be given a reasonable time in order for them to satisfy the requirements or for them to be expunged. All staff who do not qualify will be placed on a probationary basis on condition tha they satisy the requirements within a reasonable time. Those staff who after all considerations do not qualify or want to remain where they are will remain where they are on a contractual basis.

3.We will conduct a benchmarking exercise rather that TASK for the entire structure after placement. This must be finalised before the 30th of June 2016. If benchmarking changes the current grades they will be recorded and backdated to date of placement. If there are additional posts available after placement, we will consider advertising internally.

4. The placement process will commence on 9 May 2016 and will be finalised by no later than the 15th of June 2016.

5. Critical considerations raised by the unions:

* The employer has taken a decision to implement 4 notches with effect from 31 May 2016 and a separate agreement to that effect wil be signed on the 9th of May 2016.
* The employer will further investigate and resolve the investigation of backpay of ASO’s before the 30th of May 2016.

6. The employer will call a meeting with all affected staff in due course.
