On Thursday 17 October the Mandela Bay Development Agency hosted visitors from Germany’s KFW Bank, the development funder towards the Safety and Peace through Urban Upgrading (SPUU) initiative in Helenvale. The German delegation, led by Wolfgang Theis is in Nelson Mandela Bay to conclude the administrative process that will lead to the release of R50m grant fund towards the SPPU programme.
The KFW funded SPUU programme is as a result of an agreement between KFW and the Nelson Mandela Bay Municipality (NMBM) to roll-out of this programme for the 2013/14 financial year. MBDA’s Chief Executive Officer, Dr Pierre Voges said “The NMBM and KFW signed a Financial Cooperation agreement and the MBDA as the project executing agency and KFW signed a subsequent separate agreement to implement the programme”.
The period of implementation of the SPUU Programme will be 48 months and will include the following agreed upon component areas of intervention:
- Safer Schools programme
- Public Space and Physical Infrastructure development
- Youth Employment initiatives
- Domestic Violence Prevention programmes
- Pilot Housing Scheme initiative
“One of the conditions of KFW is to have a Programme Advisory Committee (PAC) in place that is representative of the community at large and also various structures. Resultantly, the MBDA has with the advice of KFW started such a process and through a public process in all the voting districts of Helenvale, the community elected 20 representatives including the ward councillor of the area” added MBDA Development Planner, Eldrid Uithaler.
The next step in the process is the appointment of the consultant team that will be housed by the MBDA for the duration of the programme. “A Request for Proposals was called for, a formal compulsory briefing session held and bids are now before KFW and the MBDA for final awarding” concluded Uithaler.
The KFW Bank is very pleased with the processes and performance of the MBDA in handling this complex and significant intervention aimed at reversing the social challenges of Helenvale” said leader of the KFW group, Wolfgang Theis.
