Coega Supports Primary School Learners with Stationery and Shoes

Gqeberha, South Africa, 29 February 2024 – As part of its back-to-school drive, the Coega Development Corporation (Coega) is pleased to announce that today, it donated school items to the Coega Primary School in Wells Estate, Ward 60. The donation, which includes new uniforms, school shoes, exercise books, stationery, and backpacks, was made possible through the generosity of Coega employees, clients, and media stakeholders. This activity speaks directly to Coega as a responsible corporate citizen, in compliance with the King IV, Principle 3, and in pursuit of its vision – as a leading catalyst for the championing of socio-economic development.

This annual Coega Back-to-School Drive is one of the organisation’s key community initiatives. It supports children from the local community, by providing them with much needed essential school supplies and resources.

Speaking during the handover, Ms. Mokgaetši Sebothoma, Executive Manager: Corporate Services said: “As a public entity, our activities are guided by the global Sustainable Development Goals (SDGs), corporate outcomes and impact statements, and national development policy. Moreover, the Coega Back-to-School Drive exemplifies our commitment to the Environmental, Social and Governance (ESG) agenda; and showcases the remarkable impact that collective action can have on our communities.”
“We are focused and committed to making a positive impact in the lives of young learners and supporting their educational journey. The Coega Back-to-School-Drive and other similar
initiatives coordinated throughout the year are testament to our belief that partnerships are crucial to achieve long-lasting positive gains in our communities,” remarked Sebothoma.

Coega Primary School Principal, Mr. Vuyisile Mbombela, expressed his gratitude for the generous donation: “This is a life changing moment for these young people. This is an investment in education, and this tells me that Coega is concerned about the future of this country. As they receive their school items today, it is not simply about the gifts themselves, but rather the fact that we are boosting the learners’ overall self-esteem.”

This year’s programme is in line with the United Nations SDG 4: Quality Education and SDG 10: Reduced Inequalities, which seek to ensure inclusive and equitable quality education, promote lifelong learning opportunities, bridge the gap of inequality, and improve equitable access to educational resources.

Endinako Zongo (12), a Grade 6 learner at Coega Primary School, expressed his excitement after receiving his stationery pack: “I feel so happy that I got to see the people who help us and that I had the opportunity to tell them how I feel about this project. Projects like this give us an emotional boost.”

This initiative, along with others that we coordinate throughout the year, reaffirm Coega’s commitment to achieving long-lasting positive gains in our communities.

Other education-related CSI programmes by Coega, include the following:

  • The Coega Maths and Science Programme (MSP), which is a catalytic initiative that aims to improve the high school pass rate for Mathematics and Physical Science. The Programme offers a no-cost development opportunity for matriculants to enhance their Maths and Science results for university admission. Since its inception in 2013, the Coega MSP has empowered thousands of learners to excel in STEM fields, achieving a consecutive 100% pass rate for the past two years.
  • In its role as a Trusted Implementing Agent of Choice, Coega has proudly supported the Eastern Cape Department of Education with the launch of two schools in the Eastern Cape since January 2024, including Nkululeko Senior Secondary School (SSS) in Kariega and the Zibi Meyer Junior Secondary School (JSS) in Mount Fletcher, and is gearing up for two more in March 2024.

The Next Generation Hub for Investment in the Energy Sector

The award-winning 9003-hectare Coega Special Economic Zone (SEZ) has been a key player in the economic development of South Africa, particularly in the energy sector. Last Wednesday’s Budget Vote by the Minister of Finance, Honourable Enoch Godongwana, highlighted the importance of private sector investment in new energy projects, rooftop solar installations, and improvements in Eskom’s generation fleet to reduce load shedding and improve the reliability and security of energy supply. The Coega SEZ has positioned itself as a hub for private sector investment in the energy sector and as a facilitator for the adoption of renewable energy technologies.

Ms. Asanda Xawuka, Executive Manager of Business Development (SEZ services), writes that the Coega SEZ has been proactive in attracting private sector investment in energy projects, particularly in the renewable energy sector.

The Coega SEZ has been successful in securing investments in renewable energy projects, which have contributed to the diversification of the country’s energy mix. By focusing on renewable energy projects, the Coega SEZ is aligning itself with the government’s energy transition strategy, which aims to increase the contribution of renewable energy sources to the overall energy supply.

In addition to attracting private sector investment in the energy sector, through its Energy Strategy, the Coega SEZ is also promoting rooftop solar installations and the use of alternative energy technologies by its investors to reduce the demand for electricity from the national grid, while also advancing the gas readiness programme in line with the Department of Mineral Resources and Energy’s Integrated Resource Plan. Coega has been working with businesses and industries located within its SEZ precinct to encourage the adoption of solar energy and other technologies, which would not only positively impact their operating costs but also contribute to the overall stability of the national energy supply.

Through targeted investments and a multi-phase approach, Coega is strategically positioned to play a significant role in energy decarbonisation, with a focus on infrastructure enhancement and obtaining environmental authorisation. Coega has enabled a substantial annual production of green ammonia by its investor Hive Hydrogen, which will serve as a clean energy source for diverse applications. The Green Ammonia Project will play a pivotal role in the national energy strategy by contributing excess energy produced from its 1.2 GW solar farm, back into the grid.

The Hive Hydrogen Project’s emphasis on green hydrogen and ammonia production showcases a strategic alignment with sustainable energy practices and reflects a commitment to address environmental challenges on regional and national scales. This initiative also aligns with broader sustainability goals, emphasising the importance of environmentally friendly solutions in the energy sector.

Coega Joins Working World Exhibition VIP Panel to Share Skills Development Insights

Gqeberha, South Africa, 22 February 2024 – The Coega Development Corporation (Coega) took part in the 25th Edition of the Annual Working World Exhibition (WWE) at the Feathermarket Centre in Gqeberha, from the 20th to the 22nd of February 2024. The event provided a platform for Grade 12 learners and educators from the region’s leading schools to explore various career opportunities and gain valuable insights into the working world.

Director of Inkanyezi Events, WWE organiser, Mr. Andrew Binning, explained the purpose of the WWE: “This event brings together government, business, civil society, and education, so that young people can engage and network with role players face to face, and hopefully be inspired with a vision for their future. This is important because we all have a collective role to play in ensuring that young people thrive and add value to society.”

As part of its contribution to the dynamic three-day career exhibition, Coega participated in an insightful panel discussion for 300 Grade 12 learners and educators. The discussion aimed to provide guidance to school-leavers as they enter the workforce or pursue further education, covering a range of topics including skills development, career options, and the importance of informed decision-making. During the event, Coega also shared valuable material with attendees, including information on the catalytic Coega Maths and Science Programme, which is specifically designed to enhance matric performance in Mathematics and Physical Science and promote careers in science, technology, engineering, and mathematics (STEM).

Ms. Fonziaan Siphosethu Carelsen (17), a Grade 12 learner from Brandwag High School in Kariega, attended the WWE for the first time and shared her experience: “Engaging with the professionals in this setting gave me a wake-up call, in terms of what I want to be in life. I want to pursue a Bachelor of Science degree as my desired career is to be a Forensic Scientist.”

Mr. Craig Luckman, the Unit Head of Coega Human Capital Solutions, represented Coega as a VIP speaker in the panel discussion facilitated by the distinguished Professor of Education for Stellenbosch University, Professor Jonathan Jansen.

“Coega’s participation in this event is about sharing valuable information to equip young people with the insight to navigate a very competitive job market and to make informed decisions about the future. We were invited to share experience- based insights on the skills needed by industry and the value of following an entrepreneurial path,” said Luckman.

Luckman explained that the various training initiatives facilitated by Coega have been conceptualised to support the professional growth of young people, and importantly, the broader goals outlined by national government in terms of fit- for-purpose skills. “We cannot overlook the value of skills in the STEM fields in terms of employability. Similarly, we need to instill the value of vocational and artisanal skills in our young people.”

Luckman went on to highlight the importance of young people putting theory into practice to refine their skills: “The benefit of the working world these days is the fact that internships are offered. Young people need to make use of these opportunities as it will have a significant impact on their employability thereafter. Coega is very serious about taking in a cohort of interns from year to year to impact positivity on the employability of young people in the region.”

The annual WWE aims empower and position learners for the world of work, aligning with the South Africa’s National Development Plan (NDP Vision 2030) and the United Nations Sustainable Development Goal 4 (SDG 4), which focuses on ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all.

“We are grateful for the opportunity to be a part of this event and look forward to supporting future career development initiatives in the region,” concluded Luckman.

2023’s Top Catalytic Maths and Science Programme Achievers Celebrated

On Friday, 09 February 2024, the Coega Development Corporation (Coega) hosted a certificate handover ceremony for its 2023 Maths and Science (MSP) Programme Top Achievers.

The celebration, which took place at the Bluewater Bay Sunrise Hotel (BWBSH), was attended by the top 11 learners from the 2023 academic year, programme facilitators, parents, and stakeholders, including the Eastern Cape Department of Education and the Eastern Cape Socio Economic Consultative Council.

The certificate handover ceremony also marked a second consecutive 100% pass rate for the Coega MSP, which resides in Coega’s Corporate Services Business Unit and offers matriculants a second chance to improve their grade 12 Mathematics and Physical Science results.

The MSP Class of 2023 produced ten (10) distinctions in Mathematics. Thirty- three (33) learners excelled with above 70% in Mathematics, and eleven (11) achieved above 70% in Physical Science. One of the biggest improvements recorded in Mathematics was an increase from 31% to 72%, and one of the biggest improvements in Physical Science was from 39% to 77%, shared Mr. Eldon September, who has been a facilitator for the past 10 years. Together, the Coega MSP team has achieved exceptional results, with close to 1,000 learners successfully exiting the programme.

Mr. Ernest Gorgonzola, District Director of Education for the Nelson Mandela Bay region, expressed his appreciation to Coega: “Thank you to the Coega Development Corporation. We need to work more closely to capitalise on the expertise in this Programme. The Coega Development Corporation contributed to the improvement of Mathematics and Physical Science results of the Nelson Mandela Bay district and Eastern Cape as a whole,” said Gorgonzola.

The Coega MSP, a Corporate Social Investment Programme, aligns with Coega’s commitment to promoting education and skills development within communities, in line with Coega’s vision of being a leading catalyst for the championing of socio- economic development.

Ms. Nontembeko Tom, Subject Planner for the Eastern Cape Department of Education expressed a sense of pride on behalf of the Department and all role- players: “Your dedication to education and nurturing the minds of our learners is truly commendable. To the learners, you are the heart of this Programme. Thank you for inspiring us and reminding us of the true purpose of our work.”

The Coega MSP enables learners to pursue careers in Science, Technology, Engineering and Mathematics (STEM). With the help of the MSP, thousands of learners have been able to secure admission to their preferred tertiary institutions and excel in their careers.

The top learner from the Coega MSP Class of 2023 and future Engineer, Ms. Limpho Fadane, who achieved 86% in Mathematics and 77% in Physical Science, addressed attendees with a word of encouragement: “This is a very auspicious moment for me as this was not an easy journey. Always remember that there is nothing worthwhile without hard work. Let’s begin the next journey of our lives.”

As the organisation looks ahead, Coega anticipates the enhancement of the MSP by introducing technology, upskilling, coaching, and mentoring for facilitators and administrators.

Over the next five years, the envisaged plan includes expanding beneficiaries from 100 to 500, reinforcing Coega’s commitment to nurturing a new generation of STEM professionals. The past week also marked the commencement of classes for the 97 learners enrolled in the 2024 Coega MSP, some of whom look forward to receiving their Top Achiever certificate at next year’s ceremony.

Coega’s Executive Manager for Corporate Services, Ms. Mokgaetši Sebothoma, wished the learners well in their journey ahead: “We wish you the best of luck with your future careers which promise to be bright; and remember, it’s about lifelong learning, perseverance, and grit. These are some of the qualities that will ensure that you can be your very best and positively impact those around you.”

Coega Joins Department of Education for Nkululeko School Handover

On Friday, 09 February 2024, Coega was pleased to support the official handover of the Nkululeko Senior Secondary School (SSS) to the community of KwaNobuhle by the Eastern Cape Department of Education. The Nkululeko SSS, which falls under the Department’s School Building Programme, involved the renovation and upgrade of an existing public school facility in the Nelson Mandela Municipality of the Eastern Cape.

The Premier of the Eastern Cape, Honourable Lubabalo Oscar Mabuyane, who officially opened the school, explained that the month of February has been dedicated to opening the schools that have been built across the province. “This project has been facilitated by Coega, the best performing SEZ in the country. In deep rural areas, you will see state-of- the art schools. When we put this infrastructure in place, we are inspiring these communities. We have taken this school to another level, including science and computer labs and sport fields. If you invest in education, you can never go wrong,” said Premier Mabuyane.

Coega serves as an Implementing Agent (IA) of Choice on an assortment of school projects, including new schools, improvements, and additions to existing schools, as well as repairs and renovations to various schools, in alignment with the United Nations Sustainable Development (SDG) Goal 4, which is about “ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all.”

The project, millions of rands in value, incorporates a new administration block with staff ablutions, a total of 27 standard classrooms, 11 single-story building blocks, four specialist classrooms including a library, multipurpose and science laboratory, learner ablutions distributed in two blocks, support and ancillary facilities comprising a nutrition centre, tuck-shop, caretaker room, security gatehouse, and refuse yard.

Ms. Thembeka Poswa, Coega Programme Director, said that the improvement of learning environments will result in improved outcomes for the learners and the community.

“Coega was very lucky to be appointed as the Implementing Agent on this project. The completion of Nkululeko plays a significant role in improving the potential of all learners in the Eastern Cape, as education is one of the most essential pillars upon which an equitable, inclusive, and developmental society is established,” said Poswa.

In addition to the new infrastructure, the project included the establishment of 5000l rainwater storage tanks, an elevated water storage tank, paved and grassed assembly areas, drinking fountains, concrete seating benches, soft and hard landscaping, a covered storm water drainage system, water and sewer reticulation, electricity supply, and perimeter security fencing for the whole site. The pre-existing school building facilities, located on the northern portion of the site, measuring approximately 2500m2 area and 3500 mm high are set to be demolished.

Nkululeko Grade 11 learner, Awonke Pawu, expressed his excitement immediately after the opening ceremony: “I’ve been a learner here for many years, and last year, we were told that we would have a new school. I feel alive and excited because the promise was kept.”

In terms of socio-economic development imperatives, the project provided employment to 29 local workers, two built environment interns, and 13 SMME contractors. Coega strives to continue enhancing the educational outcomes and increasing accessibility, particularly in rural areas, where there is a lack of basic amenities like adequate learning environments, essential teaching tools, electricity, water, and sanitary facilities.

“Coega’s work as a Trusted Implementing Agent of Choice in South Africa enables us to execute our vision to be a leading catalyst for the championing of socio-economic development through the provision of educational facilities and the creation of jobs within local communities,” concluded Poswa.

STEM Programmes Shape A Brighter Future For South Africa

The Coega Development Corporation’s (Coega) approach to skills development and training recognises the pivotal role of science, technology, engineering, and mathematics (STEM) expertise as a catalyst for achieving the United Nations Sustainable Development Goals. STEM fields are acknowledged as major innovation drivers, offering solutions to contemporary issues in sustainable development, equitable growth, and social well-being.

Coega has formally pledged its support to the advancement of STEM, through the facilitation and endorsement of skills development and training initiatives, and infrastructure development programmes that embody a spirit of hope and continuous improvement. In so doing, Coega contributes to a more sustainable and innovation-driven South Africa, as well as access to opportunities to historically disadvantaged communities, with a focus on women and youth.

Coega stands resolute in its contribution to education, by, amongst others, offering a second chance to learners hoping to pursue STEM careers.

In fact, this week marked the commencement of the Coega Maths and Science Programme (MSP) Class of 2024’s academic journey to improve their matric Mathematics and Physical Science results, with 97 learners entering the programme. The Coega MSP is a fully funded initiative that offers matriculants an opportunity to enhance their Grade 12 Mathematics and Physical Science results, thereby improving the likelihood of university admission to study their preferred STEM courses.

With a consecutive 100% pass rate, the Coega MSP exposes learners to an intensive teaching programme aimed at closing the learning gaps that students may have experienced in their matric year.

Another prime example of Coega’s work in the advancement of STEM, is the Coega Skills Development Centre (SDC). The Coega SDC serves as a catalyst for mitigating socio- economic challenges by providing vocational training that is essential for securing employment across diverse industries. The SDC recently applied to the Quality Council for Trade and Occupations (QCTO) to offer a credit bearing and nationally recognised skills programme for Renewable Energy Workshop Assistant.

The Coega Global Scholars Programme (CGSP) further contributes to socio-economic transformation by enabling postgraduate (Masters) training for current and future management talent, funding their courses at top-tier global universities specialising in STEM and related interdisciplinary studies. Currently, two Coega Global Scholars Programme (CGSP) candidates are in their 10th month of studying towards Master’s Degrees in Electrical Engineering and Urban Agglomeration, respectively.

Coega also provides STEM-related internships as part of its overarching Internship Programme. The Coega Internship Programme offers graduates real-world exposure to careers in Finance, Information and Communication Technologies (ICT), and Engineering through its various business units, to name a few.

Coega’s dedication to STEM education extends to school infrastructure development and support. Most notably, the construction of the Anton Lembede Mathematics, Sciences, and Technology: School of Innovation and Leadership Academy, for which Coega was appointed as the Implementing Agent, inclusive of the provisioning of ICT infrastructure. This project was aligned to South Africa’s National Development Plan (NDP Vision 2030) and the United Nations Sustainable Development Goal 4 (SDG 4), which focuses on ensuring “inclusive and equitable quality education and promote lifelong learning opportunities for all.” Through a hybrid teaching model, blending online and offline methods, the Anton Lembede Mathematics, Sciences, and Technology: School of Innovation and Leadership Academy offers inclusive access to quality education, while preparing students for the digital age.

Coega acknowledges that STEM fields present innovative methods and solutions to current and evolving issues, including sustainable development, equitable growth, and social well-being. For this reason, Coega’s training initiatives have been conceptualised to not only support the professional growth of individuals, but also the broader societal goals outlined in development frameworks issued by national government, such as the National Development Plan Vision 2030.

The Coega Development Corporation (Coega) anticipates an encouraging view on energy, infrastructure development, continental trade, and foreign direct investment (FDI), ahead of the 2024 State of the Nation Address (SONA) that will be delivered by His Excellency, President Cyril Ramaphosa, on Thursday, the 8th of February 2024, in Cape Town.

Against the backdrop of last year’s SONA, Coega looks forward to an update on the country’s collective progress on the targets that were set in 2023 and an overview of the socio-economic and energy-related challenges that may have hindered progress, as well a clear directive on the developmental trajectory for the year ahead.

As one of the country’s leading development agencies, Coega acted swiftly in response to the SONA 2023 energy focus, by announcing the approval of the Coega Special Economic Zone (SEZ) Energy Strategy in February 2023, which is currently under implementation. The Coega SEZ Energy Strategy identifies options to manage the energy supply, demand, efficient usage, and investment in current and new energy technologies in a manner that is institutionally sound, socially acceptable, and cost-effective.

As a result, Coega anticipates a sustained urgency on energy initiatives in the SONA 2024, as the expansion of energy generation capacity is vital to attracting, and more importantly, retaining, FDI in the country. A call by the President to bolster energy generation efforts and investment may be a step towards accelerating the ongoing rollout of Coega’s solar energy projects and other transformational catalytic energy projects.

Coega anticipates further feedback on the implementation of South Africa’s Economic Reconstruction and Recovery Plan (ERRP), Operation Phakisa and related structural reforms that were designed to pursue infrastructure-led economic recovery, and fast track development and overall job creation. The ERRP called for aggressive infrastructure investment enabled by the mobilisation of resources and skills development, amongst others, designating Coega as an Implementing Agent (IA) for the realisation of key infrastructure projects to ensure sustainable and inclusive economic growth.

In the last year alone, Coega, in its capacity as an IA, has launched several infrastructure projects with the Department of Education and the Department of Health including the R680m Sipetu District Hospital in the Eastern Cape and the R50m Bhevu Senior Secondary School in KwaZulu-Natal, creating job opportunities and training for local companies and community members.

A focus on water infrastructure is also expected, specifically in regard to the maintenance of critical infrastructure by provincial and local spheres of government.

In terms of FDI, Coega anticipates SONA 2024 to reflect on the positive result of foreign investment attraction over the last year despite a local economic outlook marked by fiscal strain, global geopolitical fragmentation, and uncertainty leading up to the 2024 national elections, which are likely to impact business and investor sentiment.

Looking at recent investment trends, it is important that entities with a keen interest in investment attraction, such as Coega, direct focus to supporting emerging industries and enabling brownfield investment.

In terms of job creation, a focus on skills development towards the furtherment of entrepreneurial activity is anticipated.

In terms of continental trade, this past month also saw the historic launch of preferential trade under the African Continental Free Trade Area. Coega looks forward to the President addressing this development, which is intended to unlock economic growth by offering South African exporters the opportunity to access key markets in the African continent beyond the Southern Africa Development Community whilst providing access to South African markets for other African countries.

From a Coega perspective, preferential trade increases the potential of the Coega Africa Programme portfolio as well as the Coega Special Economic Zone (SEZ) as a prime investment location owing to its proximity to the deepwater Port of Ngqura.

While perspectives on the country’s economic, social, and political condition are wide- ranging, Coega will continue its work in advancing socio-economic development against the backdrop of investments to the value of R440m since the start of the 2023/24 financial year; diverse infrastructure project appointments across the country; and the ongoing facilitation of demand-based skills development and training programmes.

In conclusion, as a preferred investment destination in Africa and a leading SEZ on the continent, Coega remains cognisant of the investment target set out by national government to mobilise more than R2 trillion by 2028, and the organisation looks forward to the 6th South African Investment Conference taking place on 19 March 2024.
To date, Coega has 58 operational investors with a total investment value of R11.56 billion.

Coega Sets the Record Straight on its Role in TNPA High Security Fencing Programme

Gqeberha, South Africa – The Coega Development Corporation (Coega) takes immense pride in its role as a leading public entity rendering Infrastructure Implementing Agency (IA) services, and responsible for multi-billion rand infrastructure development and maintenance projects in South Africa. Coega has 24 years of expertise in infrastructure development and maintenance, including the development of Africa’s leading 9003ha Coega Special Economic Zone (SEZ), in Gqeberha, in the Nelson Mandela Bay Municipality, says Dr. Ayanda Vilakazi, Coega’s Head of Marketing, Brand and Communications.

To effectively execute its services across the country, Coega has offices in the provinces of the EasternCape (Gqeberha, EastLondon and Mthatha); KwaZulu-Natal (Durban); Gauteng (Pretoria); and the Western Cape (Cape Town), providing infrastructure project management services, development and maintenance, and business consulting services.

As a state-owned organisation, Coega is registered as a Schedule 3D Public Entity in terms of the Public Finance Management Act (PFMA) (Act 1 of 1999), as amended, and is mandated to, inter alia, provide IA services, which enables it to respond more effectively to the provisions of Sections 41(1)(h) and 238 of the Constitution of the Republic of South Africa, which calls for co-operation among Organs of State and allows Organs of State to delegate their functions to other Organs of State on an agency basis.

Based on this mandate, Coega’s appointment as a trusted IA of Choice for various infrastructure projects includes, amongst others, the R4,2bn Tshwane Automotive Special Economic Zone, adjacent to Mamelodi Township; the R1bn Cecilia Makiwane Hospital, in Mdantsane; the R600m Anton Lembede Mathematics, Science and Technology Academy in La Mercy, north of Durban; and the Transnet National Ports Authority (TNPA) Fencing Programme.

Coega has a wide range of other public sector clientele including government departments (at national, provincial, and local levels), and state-owned entities (at national and provincial levels). As such, in 2020, Coega was identified in the South African Economic Reconstruction and Recovery Plan (ERRP) as one of the IA’s to be designated for certain key projects.

Specific to the TNPA, Coega started providing assistance to the organisation on the implementation of its infrastructure projects as early as 2008, where the projects implemented included the: (i) Culvert – road culvert to accommodate stormwater runoff from Zone 1 of the Coega SEZ; (ii) Medium Voltage Substation and Cabling to supply the Port of Ngqura and other Port tenants with electricity (2010 / R13m); and (iii) Civil Works for Zones 7 and 10 of the Coega SEZ – Municipal Infrastructure on Coega land to service the TNPA Tank Farm east of the Coega River (2013 / R80m).

Coega’s appointment as an IA on the TNPA Fencing Programme, which has been widely reported in the media recently, complied with the applicable legislative processes, as required for all Organs of State. This included, amongst others, the conclusion of a Service Delivery Agreement (SDA) between Coega and the TNPA in August 2021, resulting in the finalisation of the appointment of Coega as an IA on behalf of the TNPA.

This was in line with the provisions of Sections 41(1)(h) and 238 of the Constitution and also responds to the requirements of the Framework for Infrastructure Delivery and Procurement Management (FIDPM) issued in terms of the National Treasury Instruction No.3 of 2019/2020, section 5.4 (7) (a) (iv), which requires conclusion of agreement where Organs of State provide agency services to one another.

The SDA stipulates that Coega will provide support to the TNPA in the provisioning of Project/Programme IA services towards the implementation of various infrastructure projects and associated services, as would be identified by the TNPA from time-to-time.

Since the signing of the SDA with the TNPA, Coega commenced the implementation of several projects, including the erection of high-security fencing at four ports around the country: the Ports of Richards Bay, Durban, Ngqura, and Saldanha. It is important to note that one of the roles of an IA is to undertake the procurement processes to secure the required service providers for the project/s to be implemented on behalf of the entity it provides IA services to and manages such contracts until the expected deliverables are realised. The same approach was followed in the case of the engagements with the TNPA, as reflected in the SDA between the two public entities.

Coega’s Supply Chain Management (SCM) processes comply with the PFMA of 1999 (Act No. 1 of 1999), as amended, and Treasury Regulations, and are underscored by good governance principles that eliminate conflicts of interest, bias, corruption and promote fairness and ethical conduct.

In preparation for the implementation of the TNPA’s high-security fencing projects, Coega engaged in a planning process with the TNPA’s Technical Team that was involved in the project development stage to ensure, amongst others, that the scope of the project was appropriately assessed by its experienced built environment professionals against the client’s budget, timeframes, and quality. To satisfy itself in terms of the scope and feasibility of the projects Coega conducted site visits to the Ports to validate the project scope as provided by the TNPA, including the lengths of the required fencing as per the work orders.

The high-security fencing requirements, 2.7m in height, were as follows: Port of Richards Bay, 31.233km; (ii) Port of Durban, 22km; (iii) Port of Ngqura, 9.833km; and (iv) Port of Saldanha, 15.8km.

At the time of the appointment by the TNPA, Coega already had a duly approved Fencing Framework Agreement in place (Database of Fencing Service Providers with tendered rates for various items used in a fencing project). Therefore, the three contractors that were appointed for the TNPA high-security fencing projects were sourced from Coega’s Fencing Framework Agreement (Framework Panel of Fencing Service Providers) based on the approved scope and budget, as agreed by the TNPA. The Fencing Framework Agreement was compiled by Coega following an open tender process where bidders provided rates for the different scope elements advertised. For each project awarded to Coega, a Quantitative Assessment (Price and Specific Goals (BBBEE)) was conducted with the allocation of the project being done in line with the criteria for the Fencing Framework Agreement.

The indicative budget that was provided by the TNPA’s Technical Team for these four projects was approximately R320 million. To ensure value for money and the identification of savings, robust negotiations with each of the bidders were undertaken to achieve a reduction in the total cost. Following these robust engagements, the negotiated total cost for the four ports was approximately R309 million, as reflected in the signed work orders.

It is important to indicate that the budget of R90 million for the high-security fencing projects and related ancillary services reported in the media is inaccurate, malicious, and misleading, as this budget would not suffice for a project of this magnitude and scope. From the onset, the TNPA approved work orders allocating the projects were for R309 million. Coega was never advised of the reported budget of R90 million.

Regarding the implementation, currently, the projects are at different stages of completion, with the work at the Port of Saldanha at practical completion, while the Ports of Durban and Richards Bay are at 80% and 65% completion, respectively. The Port of Ngqura project has been delayed due to environmental issues, which have since been resolved. Coega expects the work delivered to meet the required quality standards.

In conclusion, as a public entity, Coega is subjected to strict annual audit processes by the Auditor-General of South Africa (AGSA), on the work it does in the development and operation of the Coega SEZ as well as the services it renders to government departments and other clients in the public and private sector, as an IA of Choice. Furthermore, Coega has received clean audit reports for four consecutive financial years (2019/20 – 2022/23), indicating that all processes abide by the applicable legislative and regulatory requirements. In fact, the TNPA Fencing Programme formed part of last year’s audit by the AGSA, devoid of any findings.

Coega remains poised to continue providing professional IA services to the TNPA and other clients, assisting them towards the realisation of strategic goals and business objectives. Coega is ISO certified and has won no less than 20 local and international awards of excellence. In addition, Coega is recognised by clients in government and the private sector, built environment industry experts and by the communities it serves, as a leader in industrial development, operations, and a beacon of hope in terms of socio- economic development, while ensuring accountability, ethical conduct, and integrity in line with its organisational values, concludes Dr. Vilakazi.

Coega Skills Development Centre Welcomes 40 NARYSEC Trainees

The Coega Development Corporation (Coega) Skills Development Centre (SDC) is pleased to announce the commencement of the National Rural Youth Service Corps (NARYSEC) Training Programme, inducting 40 learners from the Eastern Cape’s Chris Hani and OR Tambo Districts to qualify as maintenance and repair workers.

The 14 week training programme offers 82 credits in terms of the National Qualification Framework and is funded by the Department of Agriculture, Land Reform and Rural Development (DALRRD), with learners residing at the Coega Vulindlela Accommodation and Conference Centre (VACC) for the duration of their training.

The programme comprises a 60 day theoretical and practical workshop training phase, followed by a 42 day placement in various mega infrastructure projects to provide learners with practical exposure across diverse settings. Placements will be arranged on project sites where Coega operates as an Implementing Agent, involving the construction and renovation of public hospitals and schools across the Eastern Cape.

Mr. Siyanda Sihlahla, Coega SDC Electrical Facilitator, shared that the programme was meticulously designed, with the objective of equipping learners with fundamental knowledge and exposure to in-demand skills like general work and assistance artisans.

“Considering the unemployment rate, the programme is strategically geared towards providing learners with practical and valuable skills essential for securing employment across diverse industries,” said Sihlahla.

One learner from the Chris Hani District, Ms. Zodwa Mfama (27), expressed her excitement: “I am happy to be part of this programme. It will help me acquire useful skills that will contribute meaningfully to society and enhance my employability. I am eager to develop expertise that aligns with the needs of the workforce.”

The Coega SDC was established to contribute to the alleviation of socio-economic challenges through skills development and ancillary services, including needs- based short courses, learnerships, and apprenticeships.

To further enhance the employability and entrepreneurial competence of prospective artisans, the Coega SDC offers national trade tests for Painter and Joiner artisanal trades, having received Trade Test Centre (TTC) accreditation status in November 2022.

“Coega will assist trade test candidates to submit their applications to the National Artisan Moderation Body (NAMB). Successful applicants will be required to pay their trade test fees before undergoing the national trade test to become qualified artisans,” said Mr. David Lambaatjeen, Coega SDC Training Manager.

To further improve its service offering and scope of training, the Coega SDC has recently applied to the Quality Council for Trade and Occupations (QCTO) to offer credit bearing and nationally recognised skills programmes ranging from NQF level 1 to NQF level 4, including New Venture Creation; Workplace Preparation; Renewable Energy Workshop Assistant; and Bricklaying Assistant.

“The aim is to surpass our audited 2022/23 achievement of 3,932 individuals trained during the financial year,” concluded Lambaatjeen.
