A simple ‘TASK’ that could save us Millions

The Democratic Alliance will today write to the MEC for Local Government and Traditional Affairs in the Eastern Cape, asking why the MEC’s seconded Municipal Manager, Mr. T Hani has not implemented a Council resolution that was adopted on the 29th of March 2012. The Nelson Mandela Bay Metropolitan Municipality stands to save millions of Rands, if TASK is implemented today.

TASK is the uniform job grading system as adopted by SALGA. SALGA has requested all Municipalities to adhere to the Framework Policy in order for job evaluations to be carried out in a standard and uniform manner at all municipalities, including the Nelson Mandela Bay Metropolitan Municipality. Municipal officials are paid in accordance with the results of TASK.

The NMBM Municipal Public Accounts Committee resolved in its Oversight Report of the Annual Report of 2010/11 in section 3.4.2.2 to publish the results of TASK and proceed with the implementation thereof. To the best of our knowledge, TASK has not been implemented by the Nelson Mandela Bay Metropolitan Municipality and it is the only metro in the country that has not implemented it.

We will enquire from the MEC why his seconded Acting Municipal Manager, Mr. T Hani is avoiding the implementation of a duly adopted Council resolution, where this very same resolution (implementing TASK) can save this Metro millions on its salary bill.

Our Metro stands to gain financially from implementing TASK, freeing up much-needed cash to deliver services, but the MEC’s seconded Municipal Manager has thus far failed to implement TASK. This situation can only be seen as being contradictory to the entire objective of the Section 154 support exercise. It appears that the Acting Municipal Manager is, himself, halting the implementation of TASK in order to speed up the section 139 takeover.

We call for the immediate implementation of TASK by the Acting Municipal Manager.
