Simple Answer: The Government of the Republic of South Africa is the sole shareholder of the SABC. The shareholder representative is the Minister of Communications.

The roles and responsibilities of the SABC Committee include ensuring a return on investment for the Shareholder and operating the SABC in such a manner to maximise the revenues provided to the Shareholder.
By extension the Shareholder invests taxpayer money in the SABC as it presently is unable to fund itself through License fees and other means.
So taxpayers are effectively the Shareholders and are note getting any return on their investment.
Technically then, the only Shareholders getting a return are those still working for the SABC. So, maybe we should just cut off all funding and give the SABC to them.
