Van Niekerk appoints infamous ex-Director as MBDA Chief Executive

Nelson Mandela Bay mayor, Gary van Niekerk is in the process of appointing former NMB Executive Director, Anele Qaba, as Chief Executive Officer (CEO) of the Mandela Bay Development Agency (MBDA), a municipal entity. Qaba has previously been accused of serious misconduct and he left the municipality after an out of court settlement was reached as a result of a botched disciplinary process.

I have written to National Treasury and requested their direct intervention in the matter. National Treasury has a firm stance against the reappointment of officials to the very same institution after settlement agreements have been reached.

I have also advised the MBDA Board of their fiduciary duty towards both the municipal entity as well as the municipality.

There has been a complete breakdown of trust between the Metro and Qaba following the lengthy and deeply compromised disciplinary process which forced Council to reach an amicable settlement with him.

Therefore, it makes absolutely no sense to appoint Qaba to a senior position of trust within the municipal entity which essentially will see him back as a senior municipal official.

The DA believes that this move by the board smacks of undue influence and possible political interference.

If Qaba is appointed and the MBDA or municipality suffers any losses, the DA will ensure that such losses are recovered from the MBDA directors in their personal capacity, as they have been warned about the potential conflict of interest for Council

The DA will keep fighting for the people of Nelson Mandela Bay and will not allow any illegal or untoward activities to bring further harm to the Metro.
