Clear timeframes needed for new scholar transport system

Dear MyPE Clear timeframes must be spelled out by the Department of Transport for providing scholar transport in the Eastern Cape. We cannot allow another school year to be disrupted where learners are left in the lurch because of inadequate transport. It is high time that we put the learners first and the tenderpreneurs second. Dear MyPE The South African Human Rights Commission (SAHRC) has found that the Eastern Cape Departments of Education and Transport have violated the constitutional right to basic education by failing to provide learners with transport to and from school. The report was compiled following the DA's complaint last year. Corrupt scholar transport contract extended

The extension of the provincial scholar transport contract with One Future Development 46 for the next three months is unacceptable. There are serious allegations of gigantic fraud and mismanagement by One Future Development 46 and a forensic investigation is under way in this regard. Department Defends Procurement Process Deviation for Scholar Transport Contract

The Eastern Cape Transport Department says it had no choice but to deviate from normal procurement processes when recently awarding a scholar transport contract. Defending the department's decision, acting HOD Linda Salie said the urgent need to get the scholar transport programme up and running again necessitated bypassing standard procurement protocol. Hitchhiker Challenges for East Cape Scholar Transport

The Eastern Cape Transport Department has blamed unexpected passengers for the 923 pupils that weren't transported to schools with the relaunch of the province's scholar transport programme this week. Department spokesperson Ncedo Kumbaca said there were more pupils at pick-up points than there were supposed to be. The Eastern Cape Transport Department has officially taken over the troubled provincial scholar transport programme, which has been dogged by claims of mismanagement and fraud.
