Dear Editor
The DA in the Eastern Cape is concerned that Premier Oscar Mabuyane is so disinterested in fighting corruption that he did not even respond to our urgent request for a provincial commission of inquiry to be established to investigate state capture in Nelson Mandela Bay.
On Tuesday, 26 September 2023, DA EC Shadow MEC for Cooperative Governance and Traditional Affairs (CoGTA), Dr Vicky Knoetze MPL, wrote to the Premier to request the investigation in terms of the Constitution, the Provincial Commissions Act and the Provincial Commissions Amendment Bill. We requested of the Premier to respond by Friday, 29 September 2023, but he failed to do so.
I have asked Dr Knoetze to take the matter up when the Provincial Legislature sits in Bhisho from 10 October 2023.
The DA will start by submitting a member’s statement which the Premier has a right to reply to. We also have various other mechanisms available such as submitting motions or writing to national government to intervene by establishing a national commission of inquiry in terms of the Constitution and the Commissions Act – in a similar fashion as was the case with the Zondo Commission.
Since the ANC/EFF/NA/PA coalition took over the government of the Metro on 26 May 2023 service delivery failure and financial instability have been rife. This has crippled the municipality rendering it incapable of performing some of its most basic functions. This is the consequence of what we believe to be state capture by politically connected individuals who thrive when there is political and administrative chaos.
The residents of Nelson Mandela Bay are tired of a government that allows state capture and corruption to reign supreme to line the pockets of connected individuals.
It is time to place the needs of the residents first and rescue Nelson Mandela Bay.
Regards
Andrew Whitfield MP
DA EC Provincial Leader
