Mr Madyaka has done it again

19 October 2013 By Port Elizabethan

Dear Editor, Ratepayers, Business and Civil Society

The email below clearly indicates that political interferences are still continuing in our Metro but the disrespect shown by Mr Madyaka to ignore instruction from two Ministers from National Government, Ministers of CoGTA and National Treasury, particularly to the Minister of National Treasury.

Mr Madyaka indicated that the MEC of Eastern Cape Local Government Mr Qoboshiyana`s department has instructed him to come and chair the Task Team meeting and that no one must stop him. (Read email below)

Regards

Kobus Gerber

The leaked e-mail:

Mr Madyaka has done it again!!

Please be advised that on the 04th October 2013, the National Treasury led Task Team meeting could not take place due to some ill-disciplined activities that took place at the NMBM Fire station. After the said uncalled for activities took place, the Acting City Manager chaired a meeting that replaced the Task Team meeting which should not be confused or taken as the true meeting of the Task team.

I would like to request all work stream leaders to resubmit the progress reports updated to me and copy Mr Mayedwa as a matter of urgency on or before the 10th October 2013.

The meeting that should have proceeded will be re-convened at a later date to be communicated .

I was very much disturbed and almost left with shock concerning the conduct of Mr Madyaka with regards to his comments showing total and complete disrespect towards the two Ministers (Ministers of CoGTA and National Treasury), particularly to the Minister of National Treasury. This was also worsened by the support of Mr Mayedwa of whom as elders should have upheld and maintained good principles and not concur to the disrespectful principles towards the Ministers and the process at hand.

To make matters shiver to the bones is the persistent emphasis with pride by Mr Madyaka that the MEC of Eastern Cape Local Government department has instructed him to come and chair the Task Team meeting and that no one must stop him. I tend not to believe that it is really true that the MEC of Local Government can give such a disrespectful undermining instruction against the two Ministers and particularly to the Minister of Finance where reference was made to continuously. However, based on the numerous occasions in the past where Mr Madyaka continuously referred to the MEC’s instructions against the Ministers, I do not want to conclude on what the interpretation could be except to put it at the back of the mind that I get a sense that he is saying he was instructed by the MEC to disrupt all the meetings.

This is not the first time Mr Madyaka has behaved in this manner. On the 03rd September 2013 I wrote an e-mail to him pertaining to this type of foreign conduct and it seems never to come to an end.

I further expected the Acting NMBM City Manager Mr Mbambisa to have directed him to order however he too agreed to this actions despite being shown an sms from the National Treasury Chief Directorate to this effect.

The behavior of Mr Madyaka provides serious questionable issues in terms of whether EC Prov CoGTA is at NMBM to assist normalise the situation or to worsen it because from what I have noted in several meetings, I doubt whether there is indeed a desire to promote good governance and not instability to the metro by the provincial Local Government. I further expected that the conduct should be in a professional manner of the spirit of Ubuntu and the Batho Pele Principles.

This matter should be brought to the attention of the Ministers so that this ill-discipline pattern is uprooted. If what Mr Madyaka has continuously said about the MEC instructing him to come and chair the meeting by force is found to be not true, which I hope it is not true, I therefore strongly recommend that the DG of Provincial CoGTA should be requested to take disciplinary action against him with immediate effect.

Mr Madyaka has to respect the MEC’s office at all times to uphold its integrity and the drive towards achieving the National Outcome 9 and not the opposite.

I wish to request the work stream leaders to continue with the satisfactory work and remain focused and not be distracted by this kind of unprofessionalism that has the potential of instability.

It is certainly uncalled for to continuously be delayed by matters of this nature from Prov CoGTA and if it does not stop, drastic measures should be taken.

THE INTEREST AT HEART IS SERVICE DELIVERY, GOOD GOVERNANCE, STABILITY, LEGISLATIVE COMPLIANCE, LOCAL ECONOMIC DEVELOPMENT TO REDUCE POVERTY THROUGH JOB CREATION AND INDUSTRIALISATION IMPACT TO THE POOR AND THIS SHOULD BE AT EACH PERSON’S HEART AND NOTHING ELSE.

I hope this matter will be resolved soon and I will ensure that it receives the required necessary full attention it deserves from the highest level of the National Departments if needs be.

Jesus Bless your Spirit life
