Dear Editor
The Eastern Cape’s financial challenges are becoming more critical. The province is battling with an ever-increasing wage bill, a lack of investment in infrastructure, a lack of self-revenue generation, and provincial entities draining the fiscus with no real return. This has resulted in significant financial shortfalls that have repeatedly forced the Provincial Treasury to dip into the province’s reserves.
With financial shortfalls deepening and vital services hanging in the balance, the people of the Eastern Cape are bearing the brunt of unsustainable spending, collapsing infrastructure, and missed opportunities for growth.
The Eastern Cape’s unemployment crisis, with an expanded unemployment rate of 49.7%, is a stark reminder of the province’s economic struggles. Without urgent infrastructure investment, the region will fail to attract businesses that can create much-needed jobs.
The Democratic Alliance (DA) believes that by addressing these key areas, Compensation of Employees (CoE), infrastructure investment, self-revenue generation, and the rationalisation of provincial-owned entities, we can put the Eastern Cape on a more stable and prosperous path.
The continued increase in CoE now represents 66.5% of provincial payments, far above the 60% target. In one instance, the CoE was as high as 88% of the budget, meaning that just 12c of every rand is left for service delivery.
To stimulate economic growth, we must prioritise increased infrastructure investment. Reducing the infrastructure budget has hindered progress, and more needs to be allocated to create the necessary economic opportunities.
Revenue generation remains slow, but there is potential within departments like Health, Transport, and Public Works. Strengthening collections and ensuring proper billing and rental recovery will be crucial to increasing provincial income.
The rationalisation of public entities has also been non-existent. Despite commitments made as far back as 2017 and reports being compiled to motivate, no action has been taken.
It is time for decisive action to streamline public entities and deliver the outcomes needed to improve provincial finances.
The people of the Eastern Cape deserve a future filled with opportunity and growth. By working together, we can implement the necessary reforms to stabilise the province’s finances, invest in infrastructure, and create an environment that attracts business and fosters job creation.
This is how we move the Eastern Cape forward, by focusing on practical solutions that will uplift our communities and bring real change to our people’s lives. Together, we can build a more prosperous future for all.
