Eastern Cape Just Short of First Quarter Budget

17 August 2011 By Alan Straton

Provinces have spent 22.9% of their combined budgets of R365.5 billion in the first quarter of the year, which is over R8 billion more compared with the same period last year, said National Treasury.

“In aggregate, provinces have spent R83.8 billion, or 22.9%, of their combined budgets of R365.5 billion for the first quarter.  This represents a spending increase of 10.8% or R8.1 billion compared with the same period last year when provinces had spent R75.7 billion,” it said on Tuesday when releasing its first quarter Provincial Budgets and Expenditure Report.

According to the report, the nine provinces collected R2.6 billion of their budgeted own revenue of R10.3 billion from April to June 2011.

In the first quarter, education expenditure reached R37.9 billion of the R154.2 billion combined education budgets – an increase of R4.7 billion on the first quarter for the previous financial year. Education remains the largest item on provincial budgets.

Health expenditure, the second largest item on provincial budgets, totalled R25.1 billion of the R110 billion combined health budgets. It is an increase of 7.7% on the first quarter for the 2010/11 financial year.

The provinces spent R2.4 billion of the R11.7 billion combined social development budgets.

Spending was the lowest in the North West and Western Cape provinces both at 20.9% of their budgets, while the highest spending – at 24.2% – was in the Eastern Cape and Gauteng. – BuaNews
