The Speaker to the Eastern Cape Provincial Legislature, MPL Helen Sauls-August will receive a petition from concerned churches and residents in the Nelson Mandela Metro on Thursday, 10 October 2024. Concerned with the unabating crime, unemployment, and poverty in the province, concerned group of churches and residents will march in Kwazakhele on Thursday to mobilise communities in the fight against crime and social ills in the Nelson Mandela Metro. The march will conclude with a handover of petition to the Speaker of the Eastern Cape Provincial Legislature at Lilian Ngoyi community centre at 11H00.
Petitioning through the legislature is one of the means through which members of the public can have a direct influence and role within the political process by raising issues of local, provincial, and national concern directly with elected members through the petition process. The petition process is prescribed by Standing Rules of the Eastern Cape Provincial Legislature, Standing Operating Procedure on Petitions and Public Participation and Petitions Framework for SA Legislative Sector. The petition system in South Africa has existed in the various legislatures since around 1998. It was initially set up as a way of sustaining mass public participation built during the political struggle for democracy and to allow members of the public to have a platform to air their views and promote public participation. The Constitution of South Act and Rules of the Legislature give effect to the Constitutional right to access and involvement in the provincial legislature by members of the public. It also gives effect to the principle of participatory democracy.
