Logistics inefficiencies placing unprecedented strain on Bay businesses

Results from a survey which the Chamber recently conducted on rail and port logistics inefficiencies, highlights the significant impact these inefficiencies are having on the growth and sustainability of Nelson Mandela Bay based businesses says Denise van Huyssteen, the chief executive of the Nelson Mandela Bay Business Chamber.

Rail needs to become fully functional again

Van Huyssteen says that the survey which covers the January to October 2023 period and incorporates feedback from the Bay’s largest exporters and importers, revealed that 88% of the businesses surveyed were not using the country’s rail network to transport their cargo due to its unreliability and unavailability.

The survey also reveals significant interest from 65% of the businesses who would use the country’s rail system if it was available and reliable, while half of the businesses indicated that they would use the north-south corridor if it was available. The corridor, which connects Nelson Mandela Bay and the province of Gauteng, with Johannesburg as the main destination of cargo, is particularly vital for the country’s automotive sector. These businesses however, are left with no alternative option but to use road freight to transport their cargo to market at significantly higher costs.

“Rail issues stem from the lack of infrastructure maintenance and investment particularly in the last two decades, and vandalism of the country’s railway system.  As a result, the country has seen a shift in general freight from rail to road, which has resulted in increasing road transportation costs, unprecedented damage to the roads and related infrastructure including increased road accidents involving trucks,” she says. “Also very concerning is that the unreliability of rail has resulted in manganese being transported via trucks and stored in the Markman industrial area prior to being transported to the harbour.  This has resulted in the roads, water and sanitation infrastructure in the area being decimated.”

Port inefficiencies need to be addressed

Over 75% of the respondents said that they had to transport their cargo to the Ports of Cape Town and Durban, due to shipping lines skipping the two Nelson Mandela Bay Ports. As a result, it has cost these companies an estimated R66 million to transport their cargo to and from the Ports of Durban and Cape Town during this period.

Equipment issues, especially the limited number of gangs available to work on vessels, were cited by 88% respondents as a key issue impacting upon the efficiencies of the two Bay ports, which affects turnaround times and cause delays.

“And the overwhelming majority the businesses surveyed said that urgent focus is required on developing port infrastructure to resolve the current challenges impacting business operations and the local economy,” says Van Huyssteen.  “This is particularly important if we are to retain and attract investments to the Metro, as 43% of the businesses indicated that these port inefficiencies have impacted current and future investments plans.”

Current Logistics Crisis

The Chamber has noted that for a number of months, prior to the current crisis and backlog at the Durban port, a number of the major shipping lines were already skipping the Nelson Mandela Bay ports. “This was because the shipping lines, having already lost too many days at the Durban and Cape Town ports, could not waste any further days at the Port Elizabeth and Ngqura ports.”

As part of mitigation efforts, to retain export business, some businesses in the Bay are currently transporting their goods via road to Walvis Bay and Maputo ports among others. Some businesses are even forced to use airfreight to transport their cargo and the additional logistics costs they are incurring are making the city’s exporters uncompetitive versus global competitors, who do not have to contend with these types of costs and delays.

Additionally a number of manufacturers have reported that due to delays in components arriving timeoulsy, this has caused production plants to lose critical production days. “For every day lost in the logistics chain, an entire production shift can be lost.”

“With freight carriers set to start charging a congestion surcharge due to difficult operating conditions at South African ports, this will have a trickledown effect where businesses will be forced to pass on rising prices to consumers, thereby pushing the price of goods,” says Van Huyssteen.

“For many years logistics has been among the highest costs for manufacturers operating in South Africa due to the distance to main markets.  In recent months these costs have escalated to unsustainable levels, and if you consider this alongside the additional costs manufacturers are paying for loadshedding mitigation solutions, the operating environment is not conducive to retaining and growing our local manufacturing sector. It is worth noting that a survey conducted by the Chamber indicated that load-shedding cost local businesses an estimated R2.9 billion in lost production and revenue in the third quarter of this year alone.

It is vital that all the stakeholders move with absolute urgency to develop and implement practical solutions to mitigate the risks posed by both the logistics and electricity crisis. As organised business, we are committed to continuing to engage and collaborate with Transnet to find solutions to address both the short-term emergency issues, as we all the longer-term issues.”

According to the World Bank’s 2022 global Container Port Performance Index (CPPI) that assessed and ranked 348 ports from the best to least performing port, South African ports are among poor performing ports with the Port of Port Elizabeth ranked higher at 291, followed by Ngqura at 338, Durban 341, and Cape Town at 344 out of 348 ports. Furthermore, at an African level, the port of Cape Town is ranked last at 37 out of 37 African ports, while the port of Durban

is one place up at 36 while the ports of Ngqura and Port Elizabeth are ranked 35 and 18th respectively.

Apex Polymer Solutions (formerly Perspex SA), has invested R12 million in its extrusion plant in Nelson Mandela Bay by adding a dedicated corrugated polypropylene line. Corrugated polypropylene is a lightweight and durable plastic material made up of polypropylene sheets that are structured like a series of connected boxes or wavy folds. The corrugated nature of the material makes it strong and resistant to cracks and impacts, while also being flexible and easy to cut, bend and shape. The company employs 75 staff members in its Bay plant and has a total of 120 employees nationwide. Its Linashield extrusion plant is one of only three in the world that has successfully manufactured this product – mainly used on conveyor belts. – and through its expanded investment into the facility, the company has aided further job creation and will soon be in a position to meet customer demand quickly which will give them a competitive advantage over its competitors through exceptional service and quality.

Speaking during the ribbon cutting ceremony, Stuart Hughes said: This represents a ray of hope, a beacon of defiance against the current state of economic despair. The significance of this investment in Nelson Mandela Bay is to reaffirm our commitment to this region and what it stands for. The Nelson Mandela Bay Municipal Metropolitan area has been subject to drought restrictions for the most part of the last 7 years.

The dams to the west of the metropole have ranged in level from below 10% to almost full over this time.

Tha main water supply to the east of the metropole comes from the Nooitgedacht water treatment plant which receives its water from the Gariep Dam almost 500 kilometres to the north.

As a consequence residents have become accustomed to water savings and punitive tariffs.

Personal Thoughts on VWSA’s Supposed ‘Disinvestment’

A Reuters interview with the global CEO of the German passenger cars brand, Thomas Schäfer, recently sparked rumours that the company would be leaving the country.

My initial thoughts – after more than one interaction with Thomas when he was MD of VWSA – were that it was a strategic observation from Thomas leading up to negotiations with government and unions. In plain language; “An appendage swinging exercise to remind stakeholders of what they could lose should VW disinvest.”

When asked, Tebogo Losaba – the media and public relations manager at VWSA, responded as follows to Sowetan Live; “Please note that the story is a misrepresentation of the interview Thomas Schäfer had with Reuters last week Friday, he mentioned in the interview that HQ is still committed to SA but that part was not included in the story for some reason.”

It is a very real fact that the operations at VWSA (and Africa for that matter) are so small in turnover that they are not even featured in Volkswagen AG’s global financial reporting as a region or continent so disinvestment will probably not hurt the automaker at all.

Personally one gets the feeling when chatting to VW Executives that they are committed to turning VOLKSWAGEN SOUTH AFRICA into VOLKSWAGEN AFRICA and using the Kariega based factory as a stepping off point for greater investment and dominance of the African market as a whole.

And, on a more personal point, I am greatly relieved that VWSA are not moving soon as that would deny me the pleasure of test driving the Volkswagen T-Cross 1.0TSI 70kW Comfortline for the month of December.

Big Walk for Cancer winning school

GQEBERHA – The Bethelsdorp Comprehensive School in Gqberha’s northern areas this week rejoiced during the handover of R10 000 to the school.

Schools who entered as a bulk entry in the recent Algoa FM Big Walk for Cancer stood a chance of winning R10 000 and an opportunity to be interviewed by one of their drive show presenters on the station. An Educator at the school, Adre Weideman took up the challenge and entered close to 30 learners and educators in the Algoa FM Big Walk for Cancer, presented by ISUZU Motors South Africa.

School principal, Jerome Meyer said the money will be spent on educators. As a quintile three no-fees school, Bethelsdorp Comprehensive School does not have funding for staff development. “We will therefore use the money for our strategic planning workshop and training and development of staff,” explained Meyer.

Bethelsdorp Comprehensive School was established 51 years ago as a direct feeder to learners who were relocated from areas such as South End and Newtown during the 1960’s. Soon the 1 200 learners and 39 educators will be moving into a brand-new premises which is currently in at advanced phase of construction, situated next to the existing school.

The Algoa FM Big Walk for Cancer celebrated 25 years this year and attracted close to 12 000 entries in Gqeberha, George and East London. “Every year we encourage schools to participate in the event. It is also an opportune reminder for youth to be aware of early detection and treatment, within their families and communities,” said Lesley Geyer, Algoa FM Marketing Manager. 

This year’s beneficiaries of the Algoa FM Big Walk for Cancer are Wings and Wishes and Reach for a Dream. Both organisations fulfil a critical role in children living with life-threatening diseases. Wings and Wishes support families with transport to treatment centres usually in other cities or provinces and Reach for a Dream provide hope to children by granting them a wish.

The Algoa FM Big Walk for Cancer donation to Wings and Wishes will ensure that the organisation can continue booking flights and bus tickets for children and their caregivers, who also receive a snack pack and toiletries for the journey. While the support to Reach for a Dream includes the purchase of laptops and tablets which will provide dreamers the opportunity to connect with their families while in hospital, do research as well as complete school assignments, learn, and develop as they will resultantly have access to the world.

UIU’s With Replaceable Batteries to Save the Day

When Cape Town was in the grip of a devastating drought the Municipality installed many prepaid meters.

Then the Nelson Mandela Bay Municipality introduced a by-law that forces sectional title units and similar complexes with only a bulk water meter facility to install individual water meters to each unit.

Most of those prepaid water meters were supplied with ‘white keypads’ (UIU’s).

Now, many of those keypads are coming to end of life as the internal batteries are being depleted.

Those original ‘white keypads’ do not have any user replaceable batteries BUT help is at hand as a new ‘black keypad’ is available WITH user replaceable batteries.

We have shipped many of these to complexes and private homes all over South Africa over the last two years.

7 Prepaid Meter Troubleshooting Tips

One of the worst feelings is when your prepaid meter stops working and won’t accept any tokens.

Here are a few steps you can take to address the issue:

  1. Check the meter display: Make sure that there are no error messages or any other indications of a problem on the meter display. If you see any error codes or messages, note them down as they may provide useful information when contacting your electricity provider.   2. Verify the tokens: Double-check the tokens you are entering into the meter. Make sure that you are entering the correct token numbers and that they correspond to your meter’s unique identifier. It’s possible that a simple mistake in entering the token could be the cause of the issue.   3. Check if you are you affected by the TID Rollout: If your prepaid meter stops accepting new tokens on or after 24 November 2023 then the problem is most likely a Token Identifier (TID) fault and you will need to update your prepaid meter (electricity, water or gas) by purchasing more units and following the instructions printed on your receipt.   4. Contact your electricity provider: Reach out to your electricity provider’s customer service or support team. They will be able to assist you further with troubleshooting the issue.   5. Request a meter inspection: If the issue persists, request a meter inspection from your electricity provider or meter supplier. They will send a technician to assess the meter and identify any faults or malfunctions that may be causing the problem.
  6. Consider alternative payment methods: While waiting for the issue to be resolved, you may need to explore alternative payment methods for your electricity consumption. Your electricity provider can advise you on the available options such as purchasing prepaid vouchers from authorized vendors or using online payment platforms.
