1845 – Commercial Hall

Port Elizabeth’s first Board of Commissioners (Councilors) consisted of eight members – one for each Ward. The first election for town councillors took place on 3 December 1845 and the following were elected: JW Kemp, J Crawford, WH Coleman, W Fleming, WM Harries, W Smith, C Andrews and T Proudfoot.

These Councillors met in the Commercial Hall – on the right in this photo. Here ratepayers also held their meetings and information of public interest was posted up on notice boards outside. This building was replaced by the Public Library.
