The Department of Cooperative Governance and Traditional Affairs (Cogta) cannot become a dumping ground for reject-officials.
If our municipalities are going to be run with integrity, those responsible for their administration must uphold those values.
The one and the same Vuyo Mlokothi, who was referred to as being dishonest, lacking in candour and acting in bad faith in a Port Elizabeth High Court judgment handed down by Judge Chetty on Tuesday, has been appointed as the deputy director-general of Cogta in Bhisho.
The Democratic Alliance wants to ensure that everybody has equal access to job opportunities and not just a connected few.
In the matter between Vuyo Mlokothi and Athol Trollip, the Nelson Mandela Bay Metro (NMBM) and Johann Mettler, Mlokothi had applied to the Port Elizabeth High Court to declare the decision by the NMBM Council, to rescind on his appointment as city manager, as invalid.
The council rescinded on the appointment of Mlokothi after it came to light that he was dishonest about misconduct under a previous employer. His application was dismissed with costs.

The DA wants the department to make available Mlokothi’s employment application form and the CV that was submitted. We also demand details about the appointment and whether or not the department had investigated Mlokothi’s past employment, whether Mlokothi had disclosed the previous incident of misconduct and what actions will be taken by the department in the light of Tuesday’s High Court judgment.
The DA will continue to take a strong stand against cadre deployment. To ensure the Eastern Cape becomes a province of rising opportunity, we need to ensure that access to jobs is based on the principles of freedom and fairness. Unless Cogta presses the reset button and firmly embraces this approach, the municipalities in our province will continue to fail
